About this opportunity
The Commonwealth of Kentucky, through the Finance and Administration Cabinet on behalf of the Kentucky Transportation Cabinet (KYTC) and the Kentucky Department of Aviation (KDA), is procuring an Automated Dependent Surveillance and Broadcast (ADS-B) Aircraft Surveillance and Real-Time System (RTS) via RFP 758 2400000268. The system must provide comprehensive aircraft tracking and surveillance capabilities across fifty-seven Kentucky airports, including fifty-four non-commercial airports and three commercial facilities (Cincinnati/Northern Kentucky International Airport, Bluegrass Airport, and Louisville Muhammad Ali International Airport). Required deliverables include multi-lateration surveillance accurate to one to three feet, real-time aircraft position tracking for both airborne and ground movements, noise complaint investigation features with aircraft tracking overlays, commercial gate arrival and pushback detection, data extraction in KML/KMZ formats for Part 150 noise studies, cloud-based access with unlimited users, and complete data recording and storage throughout the contract duration. The vendor must directly source aircraft position data from compliant systems, demonstrate statewide or national-level aircraft tracking service experience, provide references from two current airports and two aviation directors, and maintain a physical office location capable of supporting airport operations including appropriate vehicles and equipment. Mandatory requirements include commercial general liability insurance of $2 million per occurrence, automobile liability insurance of $300,000 per occurrence, professional liability insurance of $2 million per occurrence, and workers' compensation insurance covering bodily injury of $1 million per accident. The initial contract term spans two years from the award date, with four optional one-year renewal periods available through year six. Technical proposals will be evaluated on a maximum of 2,700 points, cost proposals on a maximum of 1,000 points, and oral demonstrations on up to 400 additional points. Written questions were due by March 11, 2024, and proposals must be submitted electronically by April 3, 2024, at 3:30 PM ET, with the Commonwealth's responses to vendor inquiries issued on March 19, 2024.
The RFP requires vendors to complete multiple mandatory affidavits addressing Kentucky campaign finance law compliance, resident bidder status, and qualified bidder status for nonprofits or qualified nonprofit agencies; bidders claiming resident status must demonstrate Kentucky business authorization, prior-year corporate income tax filing, unemployment insurance fund payments, and active workers' compensation policies. No incumbent contractor is identified in the procurement documents, and no set-asides for disadvantaged enterprises or small businesses are specified in the available materials. Vendors must comply with Commonwealth Office of Technology requirements, including cloud hosting on AWS or Azure government cloud platforms or on FedRAMP-certified or HITRUST-compliant alternatives, adherence to Kentucky Information Technology Standards (KITS), annual SOC 2 Type 2 or equivalent third-party security certifications, and NIST Special Publication 800-53 moderate-level security controls. The Commonwealth of Kentucky is tax-exempt, and vendors must exclude federal excise tax, Kentucky sales tax, and Kentucky use tax from all proposed costs. Cost proposals must be structured as firm fixed unit pricing for the fifty-four non-commercial airports bundled as a single line item and separate individual and discounted bundle pricing for the three commercial airports, with pricing remaining stable during the first twelve months and any subsequent increases requiring industry-wide justification submitted thirty days in advance. No specific contract award value or budget range is disclosed in the procurement documents.
