About this file
This is a Mandatory Requirements Checklist for RFP 758 2400000268 issued by the Commonwealth of Kentucky for an ADS-B Aircraft Surveillance and Real-Time System (RTS). The project requires vendors to provide comprehensive airport surveillance capabilities for fifty-four (54) non-commercial Kentucky airports and three (3) large commercial Kentucky airports. The system must track ADS-B equipped aircraft movements both airborne and on the ground with multi-lateration accuracy within one to three feet, record all aircraft activity on runways, taxiways, parking areas, and fueling facilities, and include aircraft identification and classification data. Additional mandatory capabilities include noise complaint investigation features with aircraft tracking overlays, establishment of noise boxes over sensitive areas, data extraction in KML and KMZ formats for Part 150 noise studies, tracking of based aircraft operations, detection of commercial service gate arrivals and pushbacks, and FAA compliance for blocked aircraft data per LADD requirements.
The checklist serves as a compliance verification document that vendors must complete and submit with their technical proposals. All mandatory requirements listed under Sections 3.1 A through D—including minimum system capabilities, data collection and sources, data access and storage, and insurance requirements—must be met without exception. Proposals failing to demonstrate compliance with any mandatory requirement will be deemed non-responsive and excluded from consideration. Vendors must indicate "YES" for each requirement to demonstrate full capability to deliver the specified airport surveillance and RTS solution.
