About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) has issued Invitation for Bid (IFB) No. 6000001902 for Statewide Moving Services, seeking a contractor to provide comprehensive relocation services for administrative and parole offices across California's 58 counties. The procurement seeks a contractor who will supply all necessary labor, materials, equipment, licenses, permits, and transportation for moving office furniture, equipment, supplies, computers, and related materials, including complex items like fragile, overweight, and oversized equipment and modular system reconfigurations. The CDCR estimates approximately 1,100 employees may be relocated during the contract term, which runs from April 1, 2016, through March 31, 2018. Bid submission was originally scheduled for February 11, 2016, but was extended to February 17, 2016, at 1:00 PM. Evaluation criteria include lowest responsible bidder status, with the state reserving the right to award multiple agreements or split the contract geographically based on its best interests. Key bidder requirements include maintaining identical company names across all submitted documents and providing comprehensive insurance coverage, including Commercial General Liability, Automobile Liability, Workers' Compensation, Motor Truck Cargo Liability, and Bailee's Legal Liability.

The solicitation includes a Disabled Veteran Business Enterprise (DVBE) bid incentive program, offering 1-5% incentives based on DVBE participation levels, though no minimum participation is mandated. While no specific set-aside designations are explicitly stated, the DVBE incentive structure encourages minority and veteran-owned business participation. The current incumbent contractor is Blue Chip Moving & Storage (Agreement Number 5600004379). The contract allows for potential augmentation of the agreement amount by 25-100% of the total bid amount, providing flexibility for the state's changing needs. Bidders must provide hourly rates for various labor categories, including Truck/Van Drivers, Movers, Lead Installers, and Installers, with rates required to meet California Department of Industrial Relations prevailing wage determinations. Overtime rates are set at 150% of the standard hourly rate for work beyond eight hours per day. A prompt payment discount of at least 1% or $50 minimum is available for invoices paid within 30 days, which may serve as a tiebreaker in bid evaluation.

Opportunity text

This is a Master Agreement in which the Contractor shall provide all labor, materials, (including, but not limited to, boxes, labels, computer/keyboard bags, shrink wrapping, etc.), equipment (including, but not limited to, tools, file carts, four wheel dollies, etc.), licenses, permits, transportation, (including, but not limited to, gas, mileage, parking, etc.), supervision and every other item of expense, direct and indirect, necessary for the relocation of office furniture, equipment, supplies, computers and related material; including fragile, overweight, oversized equipment and modular reconfigurations (disassemble and/or reassemble). The California Department of Corrections and Rehabilitation (CDCR) estimates that approximately 1,100 employees may be moved during the term of this Agreement, in single or phased moves. The anticipated moves and/or Modular Systems Furniture installations may be within all fifty-eight (58) counties throughout California. The CDCR does not guarantee a minimum or maximum number of moves. The company name identified on all documents submitted to the State (e.g., licenses, permits, certifications) must be identical to the company name written on the Bidder Acknowledgement/Certification (OBS 300). Failure to comply may cause delays in the award or result in the rejection of your bid. Failure to submit the documents listed on the Bid Submittal Checklist may be cause for rejection of your bid. This checklist should also be returned with your bid.
