About this file

This is Addendum Number 1 to Invitation for Bid (IFB) Number 6000001902 issued by the California Department of Corrections and Rehabilitation (CDCR) for Statewide Moving Services. The addendum clarifies that services are only for Administration and Parole Offices statewide, not for adult institutions, youth facilities or camps. The bid submission deadline has been extended from February 11, 2016 at 1:00 PM to February 17, 2016 at 1:00 PM. The addendum also revises the Bid Submittal Checklist to delete the requirement for Warehouseman's Legal Liability and add Bailee's Legal Liability coverage upon award.

The addendum addresses several bidder questions, clarifying that this is not a public works project subject to the 100-mile limitation in Public Contract Code 10127. Maximum Rate Tariff 4 rates do not apply when the State contracts with carriers to transport/move state property. The current contractor is identified as Blue Chip Moving & Storage (Agreement Number 5600004379), though detailed rate information must be requested through the Public Records Act process. The contract requires various insurance coverage including Commercial General Liability, Automobile Liability, Workers' Compensation, Motor Truck Cargo Liability and Bailee's Legal Liability.

TO: PROSPECTIVE BIDDER

RE: INVITATION FOR BID (IFB) NUMBER 6000001902, ADDENDUM NUMBER 1

IFB package has been revised and a revised portion is enclosed. You may view or download a copy of the revised IFB document(s) by accessing the California State Contracts Register (CSCR) at www.caleprocure.ca.gov. The following corrections have been made to the IFB:

A. The Bid Submittal Checklist, has been revised and replaced in its entirely with Bid Submittal

Checklist, Addendum Number 1, to delete the requirement of the Warehouseman’s Legal Liability and add the Bailee’s Legal Liability coverage upon award.

B. Letter of Inquiry questions have been answered, please see below:

1. Regarding the bid/contract; where will the work (worksites), as described in the Scope of Work, actually be performed? At any of the several "Correctional and Rehabilitation Institutions" (per map found in the IFB @ slide 49), or, at conventional/traditional office settings/buildings (outside) the institutions but typically and most often located in the major metropolitan areas of the state?

If the work is to be performed at the Institutions, and:

"The State intends to award one or more Agreements to the lowest responsible bidder(s). The State reserves the right to award either 1) on Agreement for all institutions specified herein, 2) one Agreement per geographic group, e.g., Deuel Vocational Institute (DVI), Mule Creek State Prison (MCSP) and Sierra Conservation Center (SCC), or 3) one Agreement per Institution. This determination will be based on what is in the best interests of the State," then, the bidder(s) should have the opportunity to submit one "RATE SHEET" for: (1) each institution; (2) each "geographic group" and (3) "all institutions." But before the bidders can do that, each "geographic group" would have to be defined/described and each (group) listed in order for the bidders to submit reliable and responsive bids.

Answer: The services are only for Administration and Parole Offices statewide.

No moves will be provided for the adult institutions, youth facilities or camps. To eliminate any confusion, the California State Institutions Map, Exhibit F, is being removed from the IFB.

2. The IFB, @ slide 16, I. 2nd paragraph, Reads: "The anticipated moves and/or Modular Systems Furniture installations may be within all fifty-eight (58) counties throughout California." Public Contract Code section 10127 reads, in part: "In the case of several (public works) projects united as a single project pursuant to this section, those projects shall be within 100 miles of one another." Chapter 6 "Awarding of Contracts," section 6107 (3)(f) of Public Contract Code reads: "'Construction related activity' shall include, without limitation, any activity for which a California contractors' license is required."

Prospective Bidder

Since the IFB requires a D34 license (for Modular Furniture Installation), such activity is, necessarily, "Construction related activity" subject to PCC 10127 requirements (and) Modular Furniture Installation services are described as public work activities, a "statewide" contract ("of several projects united as a single project") for such services is not permitted because of PCC 10127's 100 mile limitation.

Answer: This is not a “public works project”. A “project” under PCC 10105 is for the “erection, construction, alteration, repair, or improvement of any state structure, building, road, or other state improvement” that exceeds a certain amount (currently $281,000 per Department of Finance Budget Letter 14-01).

Therefore, the 100 mile limitation in PCC 10127 does not apply.

3. The State requires that line haul rates shall be used for moves greater than 100 miles.

Will this contract require such line haul type moves?

Answer: The rates in the Maximum Rate Tariff 4 do not apply if the State of California contracts with a carrier to transport/move property of the State.

4. Can you tell me who the current vendor is and what their rates are?

Answer: Below is the current Contractor's information for the Statewide Moving Services. This is the only information our office is able to release. If you would like any further detailed information (i.e. actual rates), this falls under the Public Records Act (PRA). In order to receive the rate information, please submit your request to the PRA Coordinator at: OBSPRAcoordinator@cdcr.ca.gov.
