About this opportunity
The West Virginia Division of Natural Resources, Parks and Recreation Section is requesting quotes for a two-tracked snow groomer with front blade and rear power tiller attachments under ARFQ 0310 DNR2700000005, with bids due October 13, 2026 at 1:30 p.m. ET. Addendum No. 01 extended the original October 6 deadline and clarified that equipment assembly may occur prior to delivery or onsite at Blackwater Falls State Park, provided the groomer is turnkey and fully operational upon completion, with all labor and setup costs incorporated into the unit price.
The groomer must be electronically controlled with a 6-cylinder diesel engine producing minimum 250 peak horsepower and 700 ft/lb torque, with fuel economy of no more than 2.5 gallons per hour under standard operating conditions. Additional mandatory specifications include individual auxiliary hydraulic functions, overlapping track connectors, ROPS-compliant cabin construction, heated windows and wipers, automatic hydraulic track tension, and a tiltable cab for service access. The front blade mount must be a 12-way configuration no longer than three meters wide; the rear power tiller must not exceed three meters wide. All three items—groomer, front blade and mount, and rear power tiller—must be compatible and delivered as complete units to 1584 Blackwater Lodge Road, Davis, West Virginia.
The vendor must supply a minimum two-year, 2,500-hour warranty covering all items. Award will be made on lowest overall total cost meeting all mandatory specifications. Delivery must occur within 60 calendar days of purchase order issuance. Vendors must be registered with the West Virginia Purchasing Division prior to contract award, hold valid workers' compensation insurance, comply with West Virginia Code regarding vendor debts and domestic steel preferences, and submit a notarized purchasing affidavit confirming financial and employment compliance. The contract is contingent on legislative appropriation of funds. Technical questions were due September 29, 2026. All bids must be submitted electronically through wvOASIS Vendor Self Service; vendors must acknowledge receipt of Addendum No. 01 with their submission. James H. Adkins is the buyer, reachable at (304) 558-3397 or jamie.h.adkins@wv.gov.
