About this opportunity

The City of Portland Bureau of Transportation issued RFP 00002637 for operation of the Adaptive BIKETOWN Program on November 14, 2025 at 4:00 PM PST, with a Notice of Intent to Award issued on the same date naming Nomad Cycles of Portland as the highest-scoring proposer; a seven-calendar-day protest period from the date of the Notice permits written objections to Chief Procurement Officer Sylvester Donelson, Jr.

The program is entirely funded by the Portland Clean Energy Community Benefits Fund, and the successful proposer must acknowledge and accept compliance with Portland City Code 7.07.060.C as applicable to PCEF-funded activities. The contractor retains all rental revenues and is responsible for fleet maintenance, procurement of replacement or additional bicycles, facility lease costs at a location of the contractor's choice (barn space at OMSI is optional), staff training in disability services and culturally sensitive communication, and all associated operational costs.

The scope requires operating a minimum fleet of 20 adaptive bicycles—comprising three handcycles, three tricycles, two tandems, and two electric-assist bicycles—with provisions to expand or replace bikes annually. The City will donate 30+ bicycles to the awardee. Operating hours run March 1 through September 30 (Monday–Tuesday on-call 11:00 AM–5:00 PM, Wednesday–Sunday 11:00 AM–5:00 PM); October 1–31 (Monday–Thursday on-call 11:00 AM–5:00 PM, Friday–Sunday 11:00 AM–5:00 PM); and November 1 through February 28 (Saturday–Sunday on-call 11:00 AM–5:00 PM). The contractor must provide bicycle fitting assistance, safety support during transfers with caregiver assistance, mobility-device and service-animal storage, quarterly ridership and rental data reporting, website development and maintenance, participation in at least five community events annually, and support for the BIKETOWN for All program offering one-hour free rides to eligible disabled riders. Minimum three years of experience operating and maintaining adaptive bicycles is required.

Evaluation criteria: response to functional and technical requirements (30%), proposer capabilities (20%), project team qualifications (10%), project approach (20%), corporate responsibility and equal employment opportunity practices (20%), and sustainable business practices (5%). An optional pre-proposal meeting was held October 29, 2025; questions were due November 7, 2025. The contract is structured as a three-year price agreement with two optional renewal periods. The contractor coordinates with City staff through weekly or bi-weekly meetings during operating season and monthly meetings during off-season.
