About this file
This is Addendum No. 3 to RFP No. 00002637 issued by the City of Portland, Oregon's Procurement Services division for the Adaptive BIKETOWN Program. The addendum clarifies specifications and responds to questions submitted by potential bidders. Proposals are due November 14, 2025, by 4:00 pm. The addendum addresses four key inquiries regarding fleet condition, facility requirements, proposal submission procedures, and vehicle procurement responsibilities.
The current BIKETOWN fleet is reported to be in good condition and capable of operating through the upcoming season without major repairs. Regarding facility space, the barn space at OMSI is optional for the successful proposer, who may alternatively select another location of their choice; the winning bidder will be responsible for lease costs associated with whichever facility they elect to use, with pricing and lease terms to be negotiated directly between OMSI and the successful proposer. Proposers are instructed to submit proposals responding to all RFP requirements without referencing the Proposal Response Packet. Additionally, any future maintenance or replacement vehicles, including associated procurement and costs, are the contractor's responsibility and should be built into their bid pricing. Questions and concerns should be directed to Tristan Sakamoto, Senior Procurement Specialist, at 503-823-8867.
