About this file

This is an addendum to Request for Proposals (RFP) No. 00002637 issued by the City of Portland, Oregon's Procurement Services for the Adaptive BIKETOWN Program. The addendum clarifies contractor responsibilities regarding bicycle fitting assistance, safety support during transfers with caregiver assistance, and storage accommodation for users' mobility devices and service animals. Contractors are responsible for organizing and conducting all required staff training, including bicycle operation, fitting procedures, bike maintenance, and customer service with emphasis on serving historically underrepresented populations and people with disabilities. The contractor must maintain a minimum of 20 adaptive bicycles comprising three handcycles, three tricycles, two tandems, and two electric assist bicycles, with provisions to add additional bikes yearly or replace existing program bikes. Proposals are due November 14, 2025, by 4:00 pm.

The addendum provides clarification on technical requirements and contractor obligations without introducing new pricing terms, set-asides, or funding information. Contractors should ensure that all staff onboarding and training are conducted in-house as deemed appropriate by the contractor. Questions and concerns regarding the RFP and addendum should be directed to Tristan Sakamoto, Senior Procurement Specialist, at 503-823-8867.
