About this opportunity
The Unified Government of Athens-Clarke County, Georgia is seeking direct proposals from dental insurance carriers for administrative and account maintenance services and claims processing for its fully-funded employee and retiree dental insurance plan, with the proposal deadline extended to August 1, 2022 at 3:00 PM ET under RFP 01089. Broker or consultant proposals are not being solicited; EPIC Brokers & Consultants represents the county and proposers must submit direct carrier bids without third-party commissions.
The plan covers approximately 1,500 benefit-eligible active employees, 800 retirees of all ages, long-term disability recipients, COBRA participants, and eligible dependents across four divisions. The scope includes administrative services, account maintenance, and claims processing for four coverage tiers: employee only, employee plus spouse (including domestic partners), employee plus child(ren), and family, with separate pricing for active employees and retirees. Minimum benefit requirements specify preventive services at 100% (deductible waived), basic services at 80%, major services at 50%, and orthodontia coverage at 50% with a $1,200 lifetime maximum per dependent child; calendar-year deductibles and maximums apply. Proposed plans must be quoted at an 80th percentile out-of-network reimbursement design to match the current plan design.
The estimated annual contract value ranges from $1 million to $1.2 million. The contract commences January 1, 2023 for an initial twelve-month period with four additional one-year renewal term options by mutual agreement, contingent on 90-day advance notice of non-renewal or modification intent. Current rates effective through 2022 are $28.45 (employee only), $54.92 (employee plus spouse), $66.49 (employee plus child), and $92.91 (family); no rate cap is specified for the new contract.
Evaluation criteria are weighted as follows: past performance and technical capability at 100 points each; firm experience and staff qualifications at 75 points each; quality assurance plans at 75 points; additional benefits at 50 points; and references at 25 points. Questions were due July 20, 2022 at 2:00 PM. Award was made to Cigna Health and Life Insurance Company. Insurance requirements include workers' compensation with statutory benefits, general liability of $2 million aggregate / $1 million per occurrence, performance and payment bonds at 100% of contract value, cyber liability of $5 million per occurrence, and professional liability of $2 million. E-Verify compliance documentation is mandatory. Contact Angie Perteet, Senior Buyer, at (762) 400-6053 or accbids@accgov.com.
