About this file

This is Addendum II to a Request for Proposal issued by the Unified Government of Athens-Clarke County, Georgia for Employee and Retiree Dental Insurance administrative and claims processing services. The addendum clarifies proposal submission requirements, including the proper sections for including responses to specific tasks and proposal forms, and confirms that bidders should quote a plan with an 80th percentile out-of-network reimbursement to match the current plan design. The original proposal submission deadline of July 26, 2022 at 4:00 P.M. ET was extended to August 1, 2022 at 3:00 P.M. ET to allow additional time for bidders to respond to questions and process information. Proposals must be submitted in a specified order including cover letter, table of contents, business information, qualifications and experience, references, financial information, and other relevant information, with one USB flash drive containing the proposal without pricing and a separate USB flash drive containing the price proposal schedule.

The solicitation is for direct proposals only from dental insurance carriers, explicitly stating that broker or consultant proposals will not be considered and that commissions should not be included in any component of proposals. Current plan details include voluntary coverage for both active employees and retirees with no billing administrator or associated fees for retirees, current rates in effect through 2024 with no rate cap, and recent dental experience data through June 2022. Significant performance issues have been identified, with a substantial number of providers leaving the Delta Dental network in the Athens-Clarke County area. Electronic signatures are acceptable for non-notary required forms in extreme cases, and carriers may request GeoAccess reports for provider network disruption analysis. The contract year is effective January 1, 2023, and previous plan provisions such as deductible takeover and deductible carryover no longer apply.
