About this opportunity
The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, acting on behalf of the Department of Defense, Veterans, and Emergency Management, is requesting quotations for abrasive blast media lease and recycling services under RFQ, with quotations due March 3, 2016 at 2:00 p.m. Eastern Standard Time.
The contract spans an initial three-year term from March 11, 2016 through March 10, 2019, with two optional one-year renewal periods extending through March 10, 2021. Quotations must cover the entire contract term including renewal options and be submitted through Maine's Advantage Vendor Self Service electronic system with per-drum pricing in designated unit-price fields; responses lacking this information may be rejected.
The scope includes lease of abrasive blast media equipment and comprehensive recycling services for spent media. Bidders must submit a Comprehensive Recycling Plan identifying all facilities used to process recyclable materials, specifying recycled products and by-products, demonstrating viable markets exist, and providing contaminant analysis data and facility flow charts. A Recycling Facility Questionnaire must be completed for each facility, addressing EPA and state environmental registration, permit status, inspection history, citations, process capabilities, and operational limitations. New plastic media must be accompanied by written test data including Barcol hardness, infrared spectrograms, ash content, specific gravity, pH, conductivity, heavy particles analysis, and sieve size specifications. Bidders must provide Certificates of Environmental Compliance and Regulatory Compliance (40 CFR 261.2(f) exemption status) and a Certificate of Final Recycling for each batch within 60 days of pickup. All incidents affecting regulatory compliance or facility capability require reporting to the Government within three working days.
Evaluation uses a "Best Value" basis weighing product quality, specification conformance, delivery date, and economic impact. For contracts exceeding $100,000, the bidder with the largest economic impact value receives a 10 percent evaluation reduction, with other bidders receiving proportional reductions. Quotations must include the Bid Cover Page, Debarment Form, Municipality Participation certification, Economic Impact form, all requested exhibits, and Safety Data Sheets. The State is tax-exempt and will not request best and final offers or award if no bidder conforms to specifications.
