About this file

This is an Exhibit A document outlining the Comprehensive Recycling Plan (CRP) requirements for a subcontractor engaged in recyclable materials processing. The subcontractor must submit a detailed CRP that identifies all facilities used to process recyclable materials into marketable products, specifies the recycled products produced and any by-products generated, and demonstrates that viable markets exist for these products in compliance with 40 CFR 261.2(f). The plan must include contaminant analysis data for products resulting from waste materials and document the primary processes at each facility for material receiving, storage, and tracking. Flow charts should be used to illustrate functional relationships between facilities where applicable.

Additionally, the subcontractor is required to complete a Recycling Facility Questionnaire for each facility involved in processing recyclable materials. The document references an example recycling plan outline with supporting images to guide submission format, though specific pricing terms, contract duration, performance schedules, and other contractual terms are not detailed in this exhibit. The exhibit serves as a technical specification document establishing the information and documentation standards that the subcontractor must meet as a condition of contract performance.

EXHIBIT A – COMPREHENSIVE RECYCLING PLAN

The Subcontractor must submit a Comprehensive Recycling Plan (CRP) for the materials covered by the contract. The CRP must:

· Include a list of all facilities used to process the recyclable materials into marketable product(s)

· Include a list of the recycled product(s) produced, and any by-products generated from the recycling process.

· Demonstrate a viable market exists for these product(s) in accordance with the requirements of 40 CFR 261.2(f)

· Include analysis data of contaminants contained in the product as a result of using the waste.

· The CRP must also identify the primary process, including material receiving and storage tracking, used at each facility to handle the recyclable materials or by-products. Flow charts should be used to describe the functional relationships between the facilities, if possible.

· Additionally, a Recycling Facility Questionnaire must be submitted for each facility used to process the recyclable materials.
