About this opportunity

Abington Township in Montgomery County, Pennsylvania is seeking sealed bids for the installation of five dual Level 2 electric vehicle charging stations across three municipal locations: the Township Administration Building, the Free Library, and Crestmont Park. The project scope includes electrical installation with new panel installation, conduit runs, transformer upgrades at applicable locations, pedestal-mounted charging stations with concrete foundations, bollard installations as an add-alternate option, site restoration, and all ancillary electrical and civil work necessary for full operation by December 13, 2026. The charging stations are specified as Siemens Versicharge Series or approved equivalents from the COSTARS vendor list, operating at 208V input at 48A with J1772 plugs and 25-foot cables. Contractors must comply with the 2020 New York State Building Code, possess a valid SAM number (Unique Entity ID) from the U.S. GSA, and maintain compliance with all applicable federal, state, and local labor laws. Sealed bids will be received electronically via PennBid until 3:00 p.m. EST on Monday, June 1, 2026. A mandatory Pre-Bid Conference is scheduled for 10:00 a.m. EST on Thursday, May 14, 2026, at the Abington Township Administration Building, 1176 Old York Road, Abington, PA 19001. All bidder questions must be submitted electronically via PennBid by noon EST on Thursday, May 28, 2026; telephone inquiries and paper submissions will not be accepted. Contract documents became available via PennBid on or before May 4, 2026, with three addenda issued (May 5, 6, and 8, 2026) addressing drawing corrections, revised bid forms for add-alternate pricing, and elimination of maintenance material submittal requirements. Contract award will be made to the lowest responsive and responsible bidder based on total lump sum price, with work to begin within fifteen days of the Notice to Proceed.

The project is funded in part by a Commonwealth of Pennsylvania Alternative Fuels Incentive Grant and the U.S. Department of Energy Energy Efficiency and Conservation Block Grant Program, which imposes Davis-Bacon prevailing wage requirements and mandatory certified weekly payroll submissions. Bidders must submit a Statement of Bidders Qualification Form, Public Disclosure Information Form, Non-Collusion Affidavit, Public Works Employment Verification Form, and Contractor and Subcontractor Compliance Affidavit, with bid security required in the amount of ten percent of the base bid. Performance and payment bonds equal to the contract price, plus a maintenance bond of 10 percent of the contract price, are required. The contract period consists of 90 days for substantial completion and 30 additional days for final completion, with liquidated damages assessed at $500 per day for delays in achieving substantial completion and $100 per day thereafter until final completion. All bidders must acknowledge receipt of Addendum 3 in their bid form submission; failure to do so may result in disqualification. The procurement documents do not specify set-aside designations, incumbent vendors, or award value ranges; however, the project documentation references SSM Specification No. 106807.0004 and indicates the bid will remain subject to acceptance for sixty days after bid opening. The successful bidder must sign all required agreements, bonds, and contract documents within fifteen days of the Notice of Award.
