About this opportunity

Abington Township, located in Montgomery County, Pennsylvania, is seeking sealed bids for a comprehensive American Rescue Plan Act (ARPA) Park Improvements project involving renovations at eleven separate parks. The scope of work includes resurfacing baseball infields, re-sodding soccer and baseball fields, and replacing critical park infrastructure such as bleachers, benches, dugouts, and backstops. Sealed bids must be electronically submitted through PennBid by Tuesday, November 11, 2025, at 11:00 AM, with bid documents available online and optionally in hard copy. Each bid must be accompanied by a certified check or bid bond representing 10% of the total bid price, and all work is subject to Pennsylvania's Prevailing Wage Act. Bidders are required to submit a Responsible Contractor Ordinance (RCO) qualification document by Tuesday, October 28, 2025, which is fourteen days prior to the bid opening. The project mandates compliance with federal regulations, and no bidder may withdraw their bid within sixty days of submission.

The procurement opportunity appears open to all qualified contractors, with specific requirements including being licensed to do business in Pennsylvania and compliance with the township's Responsible Contractor Ordinance. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, contractors must verify employment eligibility through the E-Verify Program and adhere to anti-discrimination statutes. The project is funded through the U.S. Department of the Treasury's Coronavirus State and Local Fiscal Recovery Funds, which may impose additional federal compliance requirements. Contractors must provide performance and insurance documentation and comply with environmental and workplace regulations. Although a specific budget range is not disclosed in the documents, the comprehensive nature of the park improvements across eleven locations suggests a substantial project scope. Bidders will need to demonstrate technical expertise in park infrastructure renovation, landscape restoration, and compliance with federal and state regulatory standards.
