About this opportunity
Boulder County Public Works, Building Services Division, is soliciting proposals through Request for Proposal (RFP-283-26) for abatement and deconstruction services for the Copper Door facility located at 1770 21st Street, Boulder, Colorado 80302. The procurement seeks qualified General Abatement Contractors (GAC) and deconstruction specialists to demolish a 15,168-square-foot, three-story apartment building constructed in 1972 with an 800-square-foot addition built in 1998, removing all building components to achieve greenfield condition in full compliance with City of Boulder code requirements and EPA NESHAP regulations. The asbestos survey identifies extensive hazardous materials throughout the building, including popcorn texture on approximately 15,000 square feet of ceilings, orange peel texture on approximately 36,240 square feet of walls, asbestos floor tile and mastic in office and bathroom areas, pipe insulation and cement in thermal systems, and fire doors containing asbestos, all of which require removal prior to demolition. Contractor submissions must provide detailed pricing for three work items: asbestos abatement and removal, demolition and deconstruction including all utility disconnects and site restoration, and unit pricing for unforeseen conditions, with comprehensive scope documentation covering permits, performance and payment bonds, labor, materials, equipment, site safety, traffic control, utility coordination, temporary facilities, backfill, compaction, grading, seeding, and irrigation. Required qualifications include demonstrated experience in asbestos abatement and demolition/deconstruction, knowledge of City of Boulder permitting processes for similar projects, successful completion of comparable projects, team member expertise with relevant credentials, and submission of all required documents including W-9 forms, certificates of insurance, references, and contract term comments. Proposals will be evaluated using a 100-point scoring system weighted across seven criteria: asbestos abatement and demolition/deconstruction experience (15 points), knowledge of Boulder permitting (15 points), examples of successful similar projects (15 points), reference checks (15 points), cost and unit pricing (15 points), team expertise and credentials (15 points), and inclusion of required documents (10 points). A mandatory pre-proposal meeting is scheduled for Wednesday, May 6, 2026, at 8:30 a.m. at the project site, with attendance required for proposal acceptance, and the proposal due date is May 28, 2026.
The solicitation documents do not identify any specific set-aside designations for disadvantaged enterprises, small businesses, or other designated organization categories, nor do they reference any incumbent vendors or current contractors for this project. Contractors must secure bid security equal to 5 percent of the bid amount, submit a scanned copy with their proposal, and mail the original instrument postmarked no later than May 28, 2026, to Boulder County Procurement at 1325 Pearl Street, Boulder, CO 80302; following contract award, the selected contractor must provide performance and payment bonds as specified in the contract terms. Insurance requirements are comprehensive and mandatory, including Commercial General Liability ($1,000,000 Each Occurrence/$2,000,000 General Aggregate), Workers' Compensation at statutory limits with $100,000 Employer's Liability, Umbrella/Excess Liability ($1,000,000 on following form basis), Professional Liability ($1,000,000 Per Loss/$1,000,000 Aggregate claims-made), and Pollution Liability Coverage ($1,000,000 Per Occurrence/$1,000,000 Aggregate) with three-year extended discovery period. Boulder County is exempt from sales and use tax; the selected contractor must submit Form DR-0172 to obtain exemption through the State of Colorado. The procurement documents do not specify a total project budget, estimated contract value, or maximum award amount, requiring interested contractors to direct all procurement process questions to procurement@bouldercounty.gov.
