About this file

This is an asbestos survey and lead-based paint sampling report prepared by CTL|Thompson, Inc. for Boulder County Public Works regarding the Copper Door Facility located at 1770 21st Street in Boulder, Colorado. The survey was conducted to identify asbestos-containing materials (ACM) and lead-based paint prior to the building's demolition. The subject property is a 15,168-square-foot, three-story apartment building constructed in 1972 with a 1998 addition. Certified CDPHE Asbestos Inspectors Benjamin Rief (#30857) and Kendal Fosbaugh (#28216) performed the survey during multiple site visits on March 10, 11, 16, 17, and April 2, 2026. The inspection involved collecting 126 bulk samples of suspect materials from various building systems, including wall and ceiling systems, flooring systems, thermal systems, and miscellaneous/roofing systems, with samples submitted to EMSL Analytical Inc. for polarized light microscopy (PLM) analysis.

The survey identified extensive asbestos-containing materials throughout the building, including popcorn texture on approximately 15,000 square feet of ceilings, orange peel texture on approximately 36,240 square feet of walls, asbestos floor tile and mastic in office and bathroom areas, pipe cement and insulation in thermal systems, and fire doors containing asbestos. Additionally, cove base mastic, shower tile mastic, and other miscellaneous materials were identified as ACM requiring abatement. The report notes that while Category I nonfriable floor tile and mastic may typically remain in place if kept in nonfriable condition, Boulder's deconstruction requirements mandate recycling at least 75 percent of certain building materials, and practical demolition conditions suggest inclusion of flooring materials in abatement work. All identified ACM will require removal by a General Abatement Contractor (GAC) prior to demolition in compliance with EPA NESHAP regulations and CDPHE requirements.

1.0 INTRODUCTION

Boulder County Public Works retained CTL|Thompson, Inc. (CTL|T) to perform an asbestos survey for the demolition of 1770 21st Street in Boulder, Colorado.

The subject property is a 3-story apartment type building with a newER addition on the southwest corner of the first floor. The building is currently unoccupied. The building is approxi-mately 15,168 square feet and was constructed in 1972, with the addition constructed in 1998.

The building is heated by hot water radiant heat and cooled by three roof-mounted swamp cool-ers.

The building is being considered for demolition. Mr. Benjamin Rief and Mr. Kendal

Fosbaugh, certified CDPHE Asbestos Inspectors #30857 and #28216, performed the asbestos sur-vey on March 10, 11, 16, 17, and April 2, 2026. We observed and sampled suspect asbestos con-taining building materials (ACBM) in the structure. All observed suspect ACBM were sampled in general accordance with AHERA regulations.

2.0 ASBESTOS METHODOLOGY

The purpose of the asbestos inspection was to identify the condition and location of friable and non-friable asbestos materials that are present in the building. During the asbestos materials survey, CTL|T performed the following tasks:

• Inspected accessible areas for suspected asbestos materials;

• Determined friability of suspected asbestos materials by touching;

• Developed a sampling plan for each material based on the homogeneous material type, friability, accessibility, and material locations;

• Assessed the condition and potential hazards of the suspected asbestos materials;

• Collected samples of suspected homogeneous and non-homogeneous materials and submitted them for laboratory analysis by Polarized Light Microscopy (PLM);

and,

• Documented findings and inspection protocol in accordance with accepted industry standards.

3.0 ASBESTOS INSPECTION PROCEDURE

Homogeneous suspect asbestos materials were identified by visually inspecting the following systems:

• Wall/ceiling systems;

• Flooring systems;

• Thermal systems; and

• Miscellaneous / Roofing systems.

Based on our inspection, the following types of suspect asbestos-containing materials were identified and sampled:

• Wall and Ceiling Systems o Drywall / Texture – 34 Samples o Joint Compound – 4 Samples o Cove Base Mastic – 10 Samples

• Flooring Systems o Floor Tile / Mastic – 12 Samples o Carpet Mastic – 14 Samples o Vinyl – 2 Samples o Rubber Threshold Mastic - 4

• Thermal Systems o Blown in Insulation – 6 Samples o Fire Door – 2 Samples o Water Heater Insulation – 3 Samples o Boiler/Radiator Pipe Insulation – 3 Samples o Pipe Dope – 2 Samples

BOULDER COUNTY OUBLIC WORKS 3 of 12

COPPER DOOR FACILITY – 1770 21ST STREET

• Miscellaneous / Roofing Systems o Roof Shingles – 2 Samples o Bath Tile – 2 Samples o Vinyl – 2 Samples o Sink Coating / Mastic – 2 Samples o Caulking – 10 Samples o Window Glazing – 4 Samples o Countertop Mastic – 8 Samples

The inspection did involve limited destructive observation methods; this generally consisted of placing small holes in walls/floors and collecting samples of various materials. Although destructive observations and sampling were conducted, there may be areas warranting further investigation. If additional suspect materials are encountered during the demolition, CTL|T should be contacted for additional sampling.

3.1 Asbestos Sample Collection

CTL|T collected bulk samples of the suspected friable ACBM and non-friable RACM (that would become friable during demolition) asbestos materials in a random and representative manner as defined by the U.S. Environmental Protection Agency (EPA) statistical sampling methods. Friable surfacing materials, if present, were sampled in general accordance with the random sampling procedures presented in EPA Publication EPA560/5-85-030a (also known as the “Pink Book”). The collected samples were packaged in sealed and labeled containers.

3.2 Asbestos Sample Analysis

The bulk samples of suspected asbestos materials were submitted to EMSL Analytical

Inc. for analysis. EMSL is accredited by the National Voluntary Laboratory Accreditation Program

(NVLAP) (Lab Code NVLAP Lab Code 200828-0).

CTL|T PROJECT NO. DN52856.000-221-R1

Individual layers of the suspect asbestos samples were analyzed by Polarized Light Mi-croscopy (PLM) to determine asbestos type and content. Unused portions of the samples were archived for 60 days, unless the client requested special handling. By regulation, any single pos-itive asbestos sample classifies the entire homogeneous material as asbestos-containing and additional analysis is not required.

4.0 ASBESTOS REGULATORY CRITERIA

According to the Occupational Safety and Health Administration (OSHA), the Environmen-tal Protection Agency (EPA), and the Colorado Department of Public Health and Environment

(CDPHE), samples with asbestos concentrations greater than one percent (1%) are classified as asbestos-containing materials and are a regulated material. If a building structure is scheduled for renovation or demolition, friable samples that contain trace amounts of asbestos (1% or less) must be further analyzed by a more accurate point-count analysis to determine if they exceed the

1% threshold, or the materials must be assumed to contain asbestos and be classified as a reg-ulated material.

The EPA and OSHA distinguish between friable and non-friable forms of asbestos mate-rials. Friable materials can be crumbled or reduced to powder by hand pressure when dry. Non-friable materials cannot be crumbled, pulverized, or reduced to powder by hand pressure when dry. Friable materials are more likely to be released into the air, especially if impacted or damaged during normal use, renovation, or demolition of a building. Therefore, the distinction between fri-able and non-friable asbestos materials is important. The EPA further segregates non-friable as-bestos materials into Category I or Category II. Category I non-friable asbestos materials include resilient floor coverings, asphalt roofing products, packings, and gaskets. Removal of these as-bestos materials is not required prior to demolition of a building, as long as they are in good condition and not friable and/or rendered friable. Category II asbestos materials are all other non-friable asbestos materials and may be required to be removed prior to demolition of a building if those materials will be rendered friable. All ACM that will be disturbed during a renovation must be abated.

Whether removed or remaining in a structure during demolition, the confirmed or presumed asbestos materials are subject to EPA National Emission Standards for Hazardous Air Pollutants

(NESHAP) and OSHA regulations. In 40 CFR 61.145, NESHAP requires that each owner or

operator of a demolition activity provide the administrator with written notice of intent. The CDPHE has implemented the NESHAP program.

5.0 ASBESTOS INSPECTION RESULTS

CTL|T completed a survey of the building. Results of the asbestos analyses for the homogeneous materials collected from the building by CTL|T are summarized below. Laboratory reports for the samples collected by CTL|T are presented in Appendix B.

CTL|T collected one hundred and twenty-six (126) samples of suspect ACM from the building.

5.1 Asbestos Containing Material

Our survey identified the following ACM:

• Wall and Ceiling Systems o Popcorn Texture (white) – HA1 - Ceilings – approx. 15,000 square feet

(essentially the entire building except the boiler and storage rooms) o Overspray (white) – HA32 - approx. 2,000 square feet - visible on wood trusses in attic (above ceiling hatch on 3rd floor hallway) and on HVAC components visible at floor level behind access hatches in the hallways.

o Orange Peel Texture (yellow) – HA2 - Hallway and Stairwell walls – approx.

8,400 square feet o Orange Peel Texture (white) – HA3 - Residence Rooms walls – approx.

27,400 square feet o Orange Peel Texture (green) – HA4 - Security Office walls – approx. 440 square feet o Joint compound on all walls – HA9 - assumed that – for anywhere there are textured walls – this will also be abated. See Section 5.2 for further discussion where untextured.

BOULDER COUNTY OUBLIC WORKS 6 of 12

COPPER DOOR FACILITY – 1770 21ST STREET

• Floor Systems o Green speckled 12x12 floor tile and mastic below – HA12 - Offices in northeast corner of each floor – approx. 150 square feet o Brown speckled 12x12 floor tile and mastic below – HA13 - Bathrooms in offices in northeast corner of each floor – approx. 90 square feet o White speckled 12x12 floor tile and mastic below – HA26 - Under carpet in

1st floor office in northeast corner– approx. 40 square feet

• Thermal Systems o Pipe Cement – HA42 - White cement coating pipes exiting boiler – approx.

5 linear feet o Pipe “Sealant” – HA49 - Associated with pipe insulation penetrating down beneath the slab in the boiler room; this material point-counted to less than 0.25% asbestos and so may or may not be “Trace”, but appears to have been picked up on only one of our three insulation samples; by rule we have to assume that this is ACM until further observation and sampling is performed, and this will necessitate at least some destruction of the concrete slab. At present we assume approximately 400 linear feet beneath the first floor slab, until further observation is performed.

• Other Miscellaneous Systems o Black cove base mastic/mud – HA7 – Hallways and stairwells - approx. 250 square feet o White cove base mastic/mud – HA8 – resident rooms - approx. 350 square feet o Fire Doors – HA18 - Entrances, and doors exiting stairwells and boiler room

– approx. 300 square feet (12 doors) o White speckled 4x4 shower tile mastic – HA15 - Bathrooms on north side of building – approx. 160 square feet

These materials will require abatement by a General Abatement Contractor (GAC) for dem-olition in Boulder; we note that typically, Category I nonfriable floor tile and mastic can stay in place provided they remain in generally nonfriable condition (the other materials to be abated are either

COPPER DOOR FACILITY – 1770 21ST STREET

CTL|T PROJECT NO. DN52856.000-221-R1

friable, would become friable, or are adhered to friable materials). However, City of Boulder decon-struction requirements, found at: https://bouldercolorado.gov/services/sustainable-deconstruction-requirements outlines the need for recycling at least 75% of some building materials (though this may or may not be subject to discussions with the City). In addition, it may be challenging for the contractor to keep flooring materials on the 2nd and 3rd floors in relatively nonfriable condition during demolition. Furthermore, the GAC will need to abate walls and ceilings regardless – along with cove base and shower tile adhering - and will have containments erected where flooring and other materials can be included in abatement relatively easily.

5.2 Trace / OSHA Regulated Material

The following materials were point-counted to <0.25% Chrysotile asbestos:

• An exterior window glazing on the 3rd floor east stairwell; minimal - approx. (one) 1 square foot;

• A mastic beneath the faux wood vinyl flooring in the kitchens; approx. 720 square feet; and,

• Joint Compound – Drywall System - approx. 700 square feet untextured in the boiler and storage rooms.

Materials with any amount of asbestos are still regulated by OSHA, but these materials are not regulated by CDPHE. Specifications for demolition should identify the trace materials and es-tablish a scope of work compliant with EPA, OSHA, State, and local regulations. We also recom-mend removal of all visible debris found on the ground surface so as to avoid any asbestos-in-soils issue after demolition.

There is some interpretation as to how City of Boulder requirements mesh with EPA and

CDPHE asbestos/demolition regulations; we offer these points for consideration for trace (1% or less asbestos) where often these would otherwise be left in place as demo waste:

• If the Trace material is chosen to not be abated – for example the window glazing – care should be taken not to mix these trace materials in with recycled materials.

• The FAQ guidance at the Boulder website, in reference to “non-friable, non-regu-lated, or trace asbestos”, simply states the need to talk with the City before starting deconstruction.

• CTL|T spoke with a CDPHE representative on April 21, 2026, who clarified that -though they do regulate ACM flooring materials - they do not regulate, per se, Trace materials, nor does EPA, but suggested that consideration and/or notice be given to:

o The landfill / ultimate recipient of demo materials;

o OSHA. Worker protection should be of utmost priority regardless of deci-sions made on disposal or recycling, particularly when creating dust (e.g.

cutting or grinding of concrete) with any amount of asbestos adhering to it;

and, o Local requirements (stated above).

A summary of asbestos sample results can be found in Table 1, and sample locations can be found on Figures 1A thru 1C. Asbestos sample lab results and chain of custody can be found in Appendix B.

6.0 LEAD PAINT SAMPLING

Since the building is planned for a demolition, the building waste is planned to be placed in a landfill, we conducted sampling for lead containing paint.

CTL|T collected eight (8) paint samples as follows:

• Pb1 – White Exterior = 120 ppm

• Pb2 – Yellow Exterior = <64 ppm

• Pb3 – White Resident Rooms = <64 ppm

• Pb4 – Yellow Hallway = <64 ppm

• Pb5 – Blue Stair Rails / Window Frames = 160 ppm

• Pb6 – Blue Addition = <64 ppm

• Pb7 – White Addition = <64 ppm

• Pb8 – Green Security Office = <64 ppm

Lead was detected in the eight paint samples. Two of the lead paint samples resulted in a lead concentration above 20 times the TCLP hazardous waste limit of 5 parts per million (5ppm), or 0.01% / 100 ppm. Considering the laboratory results and implied “20 times TCLP waiver of

TCLP sampling”, referenced in section 1.2 of TCLP Method 1311, required under 40 CFR 261.24, BOULDER COUNTY OUBLIC WORKS 9 of 12

COPPER DOOR FACILITY – 1770 21ST STREET

CTL|T PROJECT NO. DN52856.000-221-R1

lead TCLP sampling will be necessary for disposal of the painted components. We are currently awaiting the results of this analysis and will provide them when they are received from the labor-atory.

Paint sample locations can be found on Figure 1. Paint sample lab results and chain of custody can be found in Appendix C.

7.0 REGULATED BUILDING MATERIALS / HAZARDOUS MATERIALS

We did observe regulated building materials that should be removed properly prior to the demolition of the building. These materials include:

• (1) Mini Refrigerator (2nd Floor Office)

• (23) Fire-Extinguishers

• (23) Window A/C units

• (1) Condenser

• (25) 8 feet or higher, 2-foot fluorescent light bulbs (Addition)

• (13) 8 feet or higher, fluorescent light ballast (Addition)

• (52) 8 feet or higher, 2-foot fluorescent light bulbs (Original Building)

• (17) 8 feet or higher, fluorescent light ballast (Original Building)

8.0 LIMITATIONS

This report was prepared for the use of Boulder County Public Works in assessing asbestos for the demolition of 1770 21st Street in Boulder, Colorado. Observations made were with limited intrusiveness and of readily visible or exposed building materials. Our services were performed with limited destructive sampling; thus, our services are not intended to guarantee or certify the absence of asbestos.

This report is not to be used as a bid document for the removal, repair, encapsulation, enclosure, or Operations and Maintenance (O&M) of asbestos containing materials. CDPHE certified individuals from our firm can prepare a scope of work, bid documents, removal and repair methods/procedures, specifications, designs and O&M plans if desired.

The accuracy and reliability of environmental studies are a reflection of the number and type of samples taken and extent of the analyses conducted and are thus inherently limited to and dependent upon the resources expended. An independent laboratory performed laboratory analysis. CTL|T is not responsible for the accuracy of data presented by others.

We believe we performed the survey in a manner consistent with the level of care and expertise exercised by members of the asbestos inspection and assessment profession. CTL|T does not imply or guarantee that every suspect asbestos material on or in the buildings has been identified or sampled. Historically, asbestos has been used extensively in the United States. This inspection is intended to identify those components that are reasonably suspect and hence most likely to be asbestos materials in quantities subject to regulation based on existing industry and regulatory standards. If additional asbestos materials or asbestos-suspect materials are encountered, work should be stopped, and an additional inspection performed.

If we can be of further service discussing the contents of this report, please call us
