About this opportunity

Jackson County, Georgia is seeking sealed proposals for the construction of the Jackson County Emergency Medical Services (EMS) Headquarters & Station 2, located at 519 Panther Drive in Jefferson. The project involves building a two-story, approximately 14,437 square foot Type IIB facility designed to accommodate residential quarters, administrative offices, training facilities, and operational spaces. The construction will include comprehensive site work, building systems (HVAC, plumbing, electrical, fire protection), and specialized finishes, with a total project scope covering 3.005 acres. A mandatory pre-bid meeting is scheduled for November 20, 2025, at 11:00 AM, and all written questions must be submitted by November 28, 2025, at 5:00 PM to specific county contacts. Bidders are required to submit one original and three physical copies of their proposal, plus an electronic copy on a USB drive, accompanied by a 5% bid bond. The project has a desired completion time of 300 calendar days, with substantial completion and owner occupancy targeted for November 1, 2026. Evaluation will be conducted on a lump-sum, stipulated price basis, with the county reserving the right to reject any or all bids and award based on the highest and best interest of Jackson County.

The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must comply with Georgia's Illegal Immigration Reform and Enforcement Act of 2011, which requires E-Verify participation, and must maintain valid licenses and insurance coverage. The project will require comprehensive compliance with current state and local laws, the International Building Code, and industry standards including AIA, ASTM, AISC, AWS, and NFPA standards. Special inspections and testing will be mandated for structural steel, concrete, masonry, soils, fire-resistant materials, and seismic/wind resistance requirements. Performance and payment bonds at 100% of the contract price will be required upon contract award. While specific budget details are not disclosed, the project is funded through Jackson County's capital budget, and the facility is designed to support 128 total occupants across residential, business, assembly, and storage use classifications. Contractors will be responsible for multi-trade coordination, temporary bracing, erosion control compliance, and complete project closeout documentation.
