About this opportunity
The State of Utah Division of Purchasing is soliciting proposals under RFP AA27-100 for multiple five-year contracts covering transportation, commercial, and area lighting fixtures, with proposals due December 1, 2026. No set-aside or preference program applies, and the State states that all proposals will be evaluated equally, so vendors holding current State of Utah contracts should not assume preferential treatment. Contracts serve the State of Utah and eligible users, including state departments, counties, cities, school districts, colleges, and authorized nonprofit organizations.
Vendors must price all seven core market-basket items: cobra head roadway luminaires Types A and B in both 120V–277V and 347V–480V configurations, compact under mast-arm luminaires, high mast structure luminaire assemblies, wall-pack and under-bridge luminaires, and pendant-hung under-bridge LED luminaires. Estimated evaluation quantities range from 100 to 250 units per item type. The technical response must address four criteria: BABA compliance and manufacturing workflow, product offerings and cooperative flexibility, supply chain, packaging, and lead-time guarantees, and warranty and replacement process. Technology-related products must comply with FedRAMP or GovRAMP security requirements. Vendors may propose additional brands with guaranteed minimum discounts and optional value-added services such as warranty enhancements, photometric layout, smart controls integration, or recycling programs.
Pricing is structured as uniform percent discounts off catalog prices, applied to all products within the same brand and guaranteed for the five-year contract life. Bid prices must include freight prepaid on an F.O.B. Destination basis. The contract carries a 0.75% administrative fee payable quarterly on net sales, with quarterly utilization reports. Pricing is public and cannot be designated confidential.
Vendors must achieve a minimum of 480 of 800 technical points to advance to cost evaluation, where a lowest-total-cost formula allocates up to 200 points. Final awards require passing both the technical threshold and the total RFP score threshold. Questions must be submitted through U3P, the State's procurement portal.
