About this file

This is a Technical Criteria document for the State of Utah Division of Purchasing's RFP AA27-100 for Transportation, Commercial, and Area Lighting Fixtures. The RFP seeks to establish multiple contracts to supply lighting fixtures to the State of Utah and eligible users, including state agencies, counties, cities, and school districts. Vendors must submit responses addressing four technical criteria sections: BABA Compliance and Manufacturing Workflow, Product Offerings and Cooperative Flexibility, Supply Chain/Packaging and Lead Time Guarantees, and Warranty and Replacement Process. The contract resulting from this RFP will be for five years with guaranteed percentage discounts for the life of the contract and an administrative fee of 0.75%. Vendors must achieve a minimum technical score of 480 points out of 800 possible points to advance to the cost evaluation stage.

Vendor proposals will be evaluated in two stages: a technical proposal stage followed by a cost proposal stage, with final awards going to vendors who pass both the technical threshold and overall RFP score threshold. Vendors are instructed to provide clear, complete, and concise responses to all numbered criteria, structured in standard document format (Word or PDF) with file names using the company name. Pricing or cost information must not be included in the technical response. Promotional materials, executive summaries, and unsolicited internet links should not be included. The evaluation committee will assign scores to each section, with the average score of all evaluators determining each vendor's technical score for that section. Vendors currently or previously holding State of Utah contracts should not assume preferential treatment, as all proposals will be evaluated equally.
