About this opportunity
The Kissimmee Utility Authority (KUA) is soliciting bids for the installation of a new exit stairway and exit door in the Lackey Service Center Substation Area, located at 2850 North John Young Parkway in Kissimmee, Florida. The project is situated in Polk County and Lake Harbor CDP, and requires a qualified, State of Florida licensed/certified contractor to construct an exterior metal stair system with concrete treads, concrete landings, steel stringers, metal railings, and a new hollow metal exit door with frame to provide emergency egress from the mezzanine level. The contractor will be responsible for obtaining all required permits and complying with the 2023 Florida Building Code and applicable structural and architectural standards. A non-mandatory pre-bid conference was held on October 23, 2025, at 9:00 a.m., with a mandatory site visit included. Questions and comments were due by November 4, 2025, at 2:00 p.m. EST, and sealed bids were to be submitted electronically through VendorLink by November 18, 2025, at 2:00 p.m. EST. The bid evaluation focused on the lowest responsive and responsible bidder, with four vendors submitting proposals: Grove Construction Corporation ($89,500.00), High Standard Construction ($93,450.15), MVB & Associates, Inc. ($109,936.00), and Urban Enterprise/Main Enterprise LLC ($92,800.00).
The procurement does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. Bidders were required to have a minimum of two years of verifiable experience and provide three professional references. The contract is structured as a one-time fixed-price purchase with no bid bond or performance bond required, falling under Service Tier A (less than $250,000 per repair or service). Insurance requirements include $1,000,000 general liability limit per occurrence, $2,000,000 general aggregate per year, and $1,000,000 combined single vehicle coverage. The preliminary project budget was established at $100,000, based on an engineering firm's estimate of approximately $80,000. Grove Construction Corporation was identified as the apparent successful bidder at $89,500.00, with the award contingent upon final approval by the KUA Board of Directors. The project involves no known incumbent vendors or specific technology integration requirements, and the scope includes all labor, materials, equipment, overhead, profit, mobilization, demobilization, and incidental costs associated with the exit stairway and door installation.
