About this opportunity
The Town of Hilton Head Island is requesting sealed bids for site demolition services at the former Nick's Steak and Seafood building located at 9 Park Lane, Hilton Head Island, South Carolina 29928 under IFB 2026-15, with bids due June 16, 2026 at 5:00 PM Eastern Time and public opening June 17, 2026 at 9:30 AM Eastern Time via Microsoft Teams.
A 5% local-vendor price reduction applies to certified vendors (up to a maximum of $10,000 reduction during evaluation only); vendors must maintain an office within Town boundaries, conduct a majority of work from that office, and hold a valid Town business license for at least three consecutive years prior to application. A bid tiebreaker preference favors certified disadvantaged businesses. Contractors must also comply with the South Carolina Illegal Immigration Reform Act and register with E-Verify for all new employees; compliance applies to all subcontractors and sub-subcontractors.
The scope requires complete removal of all above-grade and below-grade building components, foundations, exterior service yards, grease trap and piping, concrete sidewalks, electrical and plumbing services, metal shed, signs, lighting fixtures, and dead trees on the 1.49-acre site. Contractors must coordinate utility disconnection and capping with the Town, Palmetto Electric Cooperative, and South Island Public Service District; provide temporary construction fencing; maintain daily site cleanup and first-class conditions for 30 days post-completion; and restore the site to pre-project condition or better. Work must follow the demolition plans prepared by Hord Coplan Macht dated March 5, 2026 (Exhibit C), South Carolina Department of Transportation Standard Specifications for Highway Construction, and federal Manual on Uniform Traffic Control Devices. Construction is permitted Monday through Saturday, 7:00 AM to sunset; no Sunday or holiday work except emergencies with written Owner approval. Completed within 28 calendar days from Notice to Proceed, anticipated project start July 6, 2026, subject to permit issuance. A Phase I Environmental Site Assessment (Exhibit O) and Asbestos Containing Materials report (Exhibit M) were provided; both found low environmental risk with no asbestos detected in sampled materials.
All contractors must be qualified, state-licensed general contractors and obtain or renew a Town of Hilton Head Island Business License prior to execution. Bids exceeding $100,000 require a 5% bid bond plus performance and payment bonds each at 100% of contract price. General Liability Insurance of not less than $1,000,000 is mandatory; the Town must be named as additional insured. Liquidated damages are $250 per calendar day for delays. Contractors submitting subcontract work must provide good faith effort documentation under the Town's Small and Minority Business Participation Program, including outreach logs and utilization plans; monthly compliance reporting is required post-award. Three client references must accompany the bid. Questions are due June 10, 2026 at 5:00 PM Eastern Time. Bids remain valid for 60 days following opening. Award goes to the responsive and responsible bidder offering the lowest overall cost.
