About this opportunity
The State of Michigan Department of Technology, Management and Budget, in coordination with the Department of Environment, Great Lakes, and Energy, is procuring construction and environmental remediation services for the Hoskins Manufacturing Site located at 830 East Kittle Road, Mio, Michigan in Oscoda County. The scope of work encompasses surveying, tree clearing for equipment access, temporary power installation, drilling and installation of ten extraction wells, soil flushing system construction with approximately 6,000 linear feet of high-density polyethylene piping and 35 injection ports, well development and water management, pump installation, operation and maintenance of the flushing system for up to 90 days, verification soil boring installation, site restoration including topsoil and seeding, and system decommissioning. The project requires contractors to obtain all necessary permits, maintain comprehensive health and safety plans compliant with OSHA 1910.120 hazardous waste standards, implement soil erosion and sedimentation control measures, and provide commercial general liability insurance of not less than $1,000,000 per occurrence and pollution liability insurance of not less than $1,000,000 per occurrence. The mandatory pre-bid conference and site tour were originally scheduled for March 26, 2020, with questions due by April 2, 2020, and initial bids due April 15, 2020; however, multiple addenda issued in response to COVID-19 mitigation measures extended the deadline to April 29, 2020, at 2:00 p.m. local time for electronic submission through the SIGMA VSS portal. The contract duration is 365 calendar days from Notice-to-Proceed, with liquidated damages assessed at $250 per calendar day for delays beyond substantial completion, and bidders must submit a 5 percent bid guarantee along with performance and payment bonds for contracts exceeding $50,000.
Bidders are required to certify Michigan-based business status for contracts exceeding $100,000 and may be required to demonstrate Qualified Disabled Veteran certification status. The bid documents specify a Base Bid structure with 17 line items utilizing a combination of lump sum, unit price, and cash allowance payment terms, including a $30,000 cash allowance for power grid installation and a $940,000 cash allowance for injectate material (emulsified vegetable oil, bioaugmentation products, vitamins, anti-methanogenic reagent, sodium sulfate, zero valent iron, and nutrients) plus a $50,000 provisionary allowance for contingent work. Unit price items include extraction wells, concrete removal, asphalt removal, operation and maintenance, and verification boring installation at specified rates. The project is funded by the State of Michigan through the Department of Environment, Great Lakes, and Energy with Funding Code 454625, and bidders must coordinate material procurement timing with Environmental Innovative Technology, the injection contractor handling direct-push locations, to manage shelf-life constraints and storage requirements for chemical materials. The Owner reserved the right to reject any or all bids and will make award decisions based on best value criteria including price and qualitative components. Project management and procurement administration are being handled by AECOM, with Clara Austin serving as the primary contact for all inquiries and submissions.
