ADDENDUM ITEMS:

Questions and Answers:

Q1 Thanks for giving the Bidders the opportunity to visit the site following the mandatory pre-bid meeting, but MacKenzie’s company policy on the Governor’s Stay Safe and Stay Home Order is different from AECOM’s interpretation. If this project is categorized as an “Essential” project then work can proceed. Is this project considered by the Governor as “Essential?” If this project is not categorized as “Essential” then the bid date should be postponed to a date after the Governor’s Stay Safe and Stay Home Order has ended. Please consider postponing this bid to a date after the Governor’s Stay Safe and Stay Home Order has been lifted so that the site can be visited by Contractor’s and their proposed Subcontractors

A1 The bid date will remain the same. In consultation with EGLE/RRD management, it was advised that businesses seeking to conduct the optional site visit should read the Governors Executive order in its entirety and make their own judgement call based on their knowledge of their business and the site-specific conditions: https://www.michigan.gov/whitmer/0,9309,7-387-90499_90705-525182--,00.html.

Consult with your attorney if you need legal advice.

Q2 The electrical system requested for this project will have to be designed by the local electrical utility provider. This will take more time than is available before the current bid date. Please consider making the electrical system installation from the local electrical utility provider an Allowance for bringing the electric to an electrical panel drop location as proposed on Figures 3 and 4.

A2 Base Bid Item No. 2 (Installation of a Power Grid) will be changed to cash allowance of $30,000. The new bid schedule is attached to this addendum. The following change will be made to the Measurement of Payment:

Section 01025, Part 1, 1.5 (b) Item 2 – Change “Lump sum payment for Item 2 shall be full compensation for all labor, equipment, materials and incidentals necessary for the power grid installation activities identified above.” to “Original receipts from the electrical supplier will be required for payment under Item 2. Reimbursement from the cash allowance shall be in accordance with Section 00700 General Conditions and Section 01020 Allowances.”

Q3 The Contract Time is proposed for 730 days. Will it be necessary for the Contractor to participate in weekly Progress Meetings as stated in Section 01200? When will this scope of work be awarded?

The amount of cash allowances shall be updated to $970,000.00 in Section 01020 Allowances.

http://www.michigan.gov/SIGMAVSS

A3 The contract time has been reevaluated and changed to 365 days. Weekly progress meetings will be required during the startup activities, during the operation and decommissioning of the soil flushing system.

Q4 Per Section 01300, how long is the Contractor responsible to provide portable toilets (2), a field office and temporary storage buildings?

A4 The Trade Contractor is responsible for providing portable toilets, a field office, and temporary storage buildings for four months after the start day.

Q5 What kind / size of field trailer is necessary for this job? What kind / size of temporary storage buildings is required for this job?

A5 A single-wide mobile office trailer with amenities (i.e. standard electrical outlets and air conditioning) will meet the requirements of this job. At a minimum, one standard shipping container will be required to store the project equipment and supplies. However, additional shipping containers may be required based on Trade contractor’s equipment onsite. The Trade contractor is required to evaluated what they will need to store. In addition, it is up to the Trade Contractor to determine the storage method for the EVO material, and the Trade Contractor should adhere to the vendor’s recommendations for management of EVO until it is used. The Professional is requesting that it be stored out of plain sight and at least a tarpaulin is used to shade the EVO material. The Trade Contractor will procure two YETI Tundra 110 or larger Professional-approved coolers for preservation of the BAC-9 bacteria. The Professional will direct the Trade Contractor on when to order and how to manage and store the bacteria.

Q6 Section 0211 Extraction Well Installation, 3.4 Well Installation, well screen is specified to be 40 feet long although the Extraction Well Construction Table states the screen are to be 30 feet in length.

How long do you want the well screens?

A6 The well screen should be 30 feet in length.

Q7 Section 0211 Extraction Well Installation, 3.6 Well Development, the specifications state that the development water is to be placed in totes, transported to a frac tank and stored. Who is responsible to provide the frac tank and for how long?

A7 The Trade Contractor is responsible for providing the frac tank for approximately four months. If the frac tank is no longer needed earlier, the Professional will let them know.

Q8 Bid Item 9, Concrete, Asphalt and Debris Removal is a Lump Sum. How thick are the hard surfaces described and required to be removed from the site? Suggestion – Make the pay item by the ton or by the cubic yard.

A8 The thickness of the concrete is estimated at approximately 12 inches and the thickness of the asphalt is estimated at approximately 5 inches. The Professional has estimated 75 tons of concrete and 150 tons of asphalt will need to be removed in roll off containers. The Professional has estimated approximately 15 roll off containers will be need. The Bid Item has been changed to unit price by ton of concrete and asphalt. The following change will be made to the Measurement of Payment:

Section 01025, Part 1, 1.5 (i) Item 9 – Change “Lump sum payment for Item 9 shall be full compensation for all labor, equipment, materials and incidentals necessary for the removal and disposal activities identified above.” to “Unit price payment for Item 9 a and b shall be full compensation for all labor, equipment, and materials for the removal activities identified above per ton of concrete and asphalt.”

Q9 Figure 1 illustrates and the description at the bottom of Figure 2 lists Area A has 20 pipes and Area

B has a total of 15 pipes. In each of the Areas (A and B) the manifold system is attached to only 5 pipes. Will this manifold system be expanded to attach to all the pipes at a later date?

A9 The connection manifold shall be constructed as a mobile set of five injection ports with attached flexible tubing. Depending on the results of the 24-hour test, up to five injection ports at a time will be employed for each of the two flushing systems. The design is intended to flush only one portion of each soil flushing area at a time, with flexibility to adapt to changing conditions over the course of flushing.

Q10 I believe you stated that you would like there to be a drop from the injection ports to the manifolds of approximate 6 degrees? Which leads to the question of supports for the pumps, tubing and manifold. Is the manifold supposed to rest on the ground and the flow system elevated on a gradual slope to 6 degrees to the injector pumps?

A10 The slope (6 inches vertical drop to 200 feet horizontal run [0.25 percent slope] from the northeast to southwest ends of the buried 4-inch diameter corrugated perforated HDPE drainage pipe) applies to all of the soil flushing pipes. The pipe manifolds (one per flushing area) will rest on the ground surface, with flexible tubing attached to the injection valves/ports as shown on the related detailed figures. The manifold will be adapted as necessary via unions or equivalent connections to shorten, lengthen, or otherwise reposition the injection manifold to accommodate up to 5 injection pipes at a time. Pipe supports shall be provided as necessary at the well heads to provide a smooth transition to the ground surface.

Q11 Just for clarification, is all of the piping from the extraction wells, through the injection pumps to the manifolds, 2” Schedule 80 PVC piping? The text doesn’t mention any size other than 2” (… a 2-inch diameter PVC main will also include a port to allow the continuous injection of emulsified vegetable oil into …), but Figure 1 Soil Flushing Plan, depicts 1” PVC tubing connecting the EVO system to the 2” main.

A11 Figure 1 does not show the diameter of the pipe/tubing leading from the EVO tote to the metering pump and manifold. The diameter of this tubing needs to be consistent with the intended use, which is to meter EVO into each of two soil flushing systems at rates of 0.5 to 3 gallons per hour. Please submit plans for metering, including pumps, tubing, and means of connection to each of the two systems. Primary requirements are that EVO pumping will be at the specified range of pumping rates without interruption and without the potential for water from the extraction wells to flow back through the metering tubing and pumps.

Q12 Is the Injection Contractor going to install the injection port into the tubing and connect the injection / metering pump(s) to the system?

A12 The Trade Contractor will install two injection ports (one for each of two metering pumps) directly into the pipes that will be installed and adequately supported near the totes from which EVO is being pumped. Please submit plans for metering as specified in the answer to Q11.

Q13 Do you intend the Bidding Contractor to purchase an optional metering pump and have it on-hand, or installed?

A13 Yes. Two metering pumps are required – one for each of the two flushing systems. Depending on the timing of the start of the project and the results of the 24-hour test period, each of the pumps will draw EVO from a common or separate tote. If the Trade Contractor owns functioning pumps capable of metering at the specified rates, please provide cut sheets for the Professional’s review as required by the request for proposal. The Trade Contractor will install and operate the metering pumps according to the specifications and as may be modified pending the results of the 24-hour soil flushing test.

Q14 Section 02011 1.2 RELATED WORK refers to Section 02033 – Well and Aquifer Testing as related work. Section 02033 is missing.

A14 This is a typo. There is no well and aquifer testing section.

Q15 Would a straight bentonite grout be an acceptable alternative for annular seal in place of cement/bentonite grout? Due to the lithology and the intended use, cement grout seems like an unnecessary cost for the drilling contractor. A water well-constructed for the same purpose would only require a straight bentonite annular seal.

A15 Straight bentonite grout is an acceptable alternative for the extraction well construction.

Q16 Sequence of work: site prep, power grid, clearing & grubbing, site survey, EW installation, install soil flushing system - during which time a daily schedule averaging 12 hour days with 5 days on and 2 days off. Then during the up to 90 days of soil flushing O&M (concurrent with injection contractor retained by others) a daily schedule averaging 12 hour days with 10 days on and 4 days off. The injection drilling company is from out of state and that is likely why 10 days on and 4 days off. Clarify when the fieldwork crew(s) are required to travel to the site and back home? In other words, is ONSITE work required 12 hours per day for 5 days per week of site prep and decommissioning work and travel is required during the 2 ‘off’ days? Likewise, is travel to the site and back home during the soil flushing O&M to be during days 1 and 10 or on the 4 ‘off’ days 11 and 14? Makes a big difference whether full 4 days off or only 2 full days off during soil flushing O&M and likewise whether 2 full days off or 0 full days off during site prep and decommissioning work.

A16 Assume 2 full days off during site prep and decommissioning and 4 full days off during soil flushing operation.

Q17 Project Superintendent Requirement specified as follows: “The CONTRACTOR must assign and maintain a competent full-time superintendent on the Work, as its representative, at all times while Work is being done on site and must not be replaced without the OWNER’S consent.

4. The CONTRACTOR must provide a competent Superintendent satisfactory to the Department of Environment, Great Lakes, and Energy on the Work Site at all times during working hours with full authority to act. It must be the CONTRACTOR’S responsibility to furnish the Department of Environment, Great Lakes, and Energy with the name, address and telephone number of the responsible person to contact for Emergency during after hour, weekend and holiday periods.”

What is the requirement for the Project Superintendent to be onsite during the 24‐hour continuous testing period of the Soil Flushing System O&M?

A17 The Project Superintendent and/or company representative may switch out shifts during the 24 hour continuous testing period.

Q18 During the Soil Flushing O&M, clarify whether the system will operate ‘continuously’ during the 12 hours per day onsite working schedule, or if the system will operate ‘continuously’ 24 hours per day even when no personnel onsite.

A18 The system will operate continuously for 24 hours a day.

Q19 Looking at Figures 1 and 5 there appears to be a conflict where the Western most injection points to be installed near the soil flushing area A appear to overlap (i.e. fall within) that portion of the soil flushing system grid.

A19 The Western most injection points labelled as “Soil Flushing Prep” on Figure 5 will be completed prior to construction the soil flushing system.

Q20 In addition to the boring logs for MW46 & MW48 which indicate where ground water was encountered, please provide measured depth to static groundwater in at least one monitoring well on the West half and one on the East half of the project site.

A20 A figure showing the location of the monitoring wells and soil borings (included as an attachment to the bid specification package), and a table showing the monitoring well static water level data are attached to this addendum.

Q21 Section 02930 Soil Flushing System: There appears to be a discrepancy for the size of the Main pipeline. Figures 1 and 3 indicate a 2 inch Main. Section 02930.2.B.6 indicates 3‐INCH DIAMETER MAIN. Section 02930.2.B.7 indicates 2‐inch diameter PVC main. Likewise, Figure 2 indicates 2‐inch diameter food‐grade high‐pressure braided PVC tubing. Section 02930.2.B.6 indicates 3‐inch diameter food‐grade high‐pressure braided PVC tubing. Section 02930.1.3.A.7.a indicates install 50‐ foot sections of 2‐inch diameter SCH80 PVC pipe using 2‐inch Fernco couplings. Again, Figure 2 indicates 2‐ inch diameter food‐grade high‐pressure braided PVC tubing connected to hose barb with hose clamps. Please clarify what size(s) are required.

A21 The dimensions in the figures are correct, i.e., 3-inch diameter pipe/tubing should be 2-inch diameter pipe/tubing.

Q22 For the existing Chain‐link fence, is there a second gate near the Southeast area? I.E. between the extraction wells. If no, rather than removal and replacement of a section of the fence for access to the rest of the project area, should a lockable permanent gate be installed?

A22 There is a southeast gate.

Q23 Is a Groundwater Discharge Permit required for the injection project? (For example, under Part 22

Rules?) If yes, whose responsibility is it to obtain the permit? If no, provide confirmation of exemption or explanation. If a Permit has already been issued, provide a copy.

A23 A groundwater discharge permit is not required for this project.

Q24 Under the Clearing and Grubbing section of the bid specs I wanted to confirm/clarify that any trees, stumps and/or brush that is cut down or removed for the purpose of the proposed path to wells EW8- EW1 are to be removed from the site. Can you confirm or clarify that requirement?

A24 The trees and brush will be left in the woods by the Trade Contractor. The trees and brush will not be left near any hunting blinds.

Q25 Also under the Clearing and Grubbing section 3.3 (B) it states that "under growth taller that 2 feet shall be cut using a "bush hog" and left in place. Can you confirm/clarify that requirement?

A25 All debris created from the “Bush Hog” will be left in place to prevent erosion of the temporary routes.

Q26 Is this a RCRA site and is waste (soil and/or liquid) containing TCE considered F‐Listed Hazardous

Waste? This could potentially affect the soil cuttings, sediment/sludge that settles in frac tank, development water, decon water, the waste from decommissioning and removal of all of the piping from soil flushing system, etc.

A26 No, this is not a RCRA site. All water, sediment and soil waste will be used within the soil flushing system or spread onsite. The piping from decommissioning of the soil flushing system can be disposed in a type II landfill.

Q27 Section 01010 (1.11) Construction Schedule: states that a "work schedule (including Gant Chart) will be provided with the bid. Is this timing correct; with the bid versus a post bid submittal? Typically, a Conceptual Project Schedule is submitted with the Post-Bid Submittals.

A27 The schedule will be required as part of the Post-Bid Submittals.

Q28 Section 02935.3.3.A.2 states that non‐contaminated concrete can be recycled…. Can the asphalt removed for the soil flushing area also be recycled or does it need to be taken to a landfill?

A28 The concrete and asphalt are assumed to be non-contaminated and can be recycled unless there is visual/odor indication of contamination.

Q29 Section 02120, Part 3 (B) states: "Unsaturated soil from the installation of EW1-EW7 will be accumulated and kept separate by the Contractor. As directed by the Professional unsaturated soil will be dispersed around the well head." Will these soils be dispersed or accumulated and transported to the former Hoskins Building Area the same as the saturated soils?

A29 The unsaturated soil will be dispersed around the well head at each extraction well location.

Q30 Section 02920 (Site Restoration) states "placement of 6" of topsoil in designated areas. It also states that approx. 40,000 SF of the denuded surface will be improved with a total of approximately 1,200 cubic yards of fill and/or topsoil." This is a lump sum pay item (#14). 40,000 SF of 6" of topsoil would equate to 740 CY; is the other 460 CY of "fill or topsoil" from reusing the soil from well installation or is this to be imported fill? If imported what material is acceptable to be used as there are wide ranging prices? Given the relatively large quantity of topsoil, this pay item should be changed to a per unit pay item?

A30 The saturated soil from well installation will be used as fill in the concrete and asphalt area. Topsoil is required in the top 6 inches of the concrete and asphalt area and the southeast denuded area.

Q31 The bid specs contain a lot of detail on EW installation, the soil flushing installation and operation, etc. but there is very little detail related to use of the injectate material in the injection process. The injection wells are being installed by another vendor separate from this bid, is a third party going to handle the injection process for those wells as well? If yes, why is the injectate material purchase included in this bid? Some of the listed materials for purchase have short shelf lives and/or very specific storage requirements; if the other contractor falls behind on the schedule how will the expired material be handled? If the amount of material listed to be purchased is not used how is the return or disposition of this material to be handled/charged?

A31 The Professional’s contractor (Environmental Innovative Technology) will handle the injection process in the direct-push locations depicted on Figure 5. The Trade Contractor will need to work with the Professional and their contractor to ensure the products are ordered in a timely fashion and staged out of direct view and as recommended by the vendor(s) of the injection products.

Q32 Decon and Development Water required to be temporarily stored in a frac tank and later used in the soil flushing process. For the residual sediment/sludge that settles on the floor of the frac tank, how to manage it? IE, spread onsite, test, characterize and offsite transportation and disposal? For bidding purposes assume hazardous or non‐hazardous waste?

A32 This is a good question. Water that is stored in the frac tank can be discharged by gravity after an appropriate decanting period directly into any one of the unused pipes that lead to either of the two soil flushing areas. No sediment will be allowed to discharge into the soil flushing pipes. The residual sediment/sludge that settles on the floor of the frac tank will be spread onsite at a location as directed by the Professional.

Q33 There appears to be a discrepancy in Figure 2, Detail A-2. The specified GPI flow meter shown in the detail shows 3-30 gpm, however, the exact Make and Model is actually a 3-50 gpm flow meter (see below). There is another GPI Meter Model #1113255-4 that has a 3-30 gpm flow range (see below). Clarify and confirm the correct flow meter as they are significantly different price.

A33 The model is correct. Figure 2, Detail A-2 should read “3 to 50 gpm”.
