BID OPENING DUE DATE:

ADDENDUM ITEMS:

Questions and Answers:

Q1 Addendum #4 – Q&A #3: A new BID SUMMARY form is necessary showing: 1. the CONTRACT

TIME(S) revised from 730 Days from Notice‐to‐Proceed (duration or deadline) to 365 Days from Notice‐to‐Proceed (duration or deadline); and, 2. Providing for Bidder acknowledgement of receipt of more than 3 Addenda..

A1 The bid summary form has been revised and attached to this addendum.

Q2 Addendum #4 – Q&A #2: Clarify what costs are allowed under the ‘Cash Allowance for Installation of

Power Grid’? For example, a certified electrician will be required to obtain the electrical permit, install the power pole(s), meter socket(s), circuit breaker panel(s), terminations to temporary mobile office trailer, etc. Is the cost for a certified electrician, permit and materials included under the Cash Allowance? If no, then is the cost for certified electrician and ancillary costs to be included under lump sum Item 3 – Site Preparation? For general information, attached are some additional photos of the existing power line and power.

A2 We recognize the cost for the power to extend service is unknown; hence the cash allowance. Cost to complete the drop and equipment, and hire an electrician can be within the cash allowance or a separate line item if necessary.

Q3 Addendum #4 – Q&A #19:

SECTION 01015 RECOMMENDED CONSTRUCTION SEQUENCE

1. This recommended construction sequence is provided solely to assist the CONTRACTOR in setting up his operations. The CONTRACTOR shall submit to the OWNER and PROFESSIONAL a proposed schedule showing completion dates for various segments of the Work. It is anticipated that the remedial action construction and operation activities will be performed in stages.

The general work shall include, but not be limited to, the following:

1.1 Pre-construction design and development activities:

1.2 Construction activities:

(a) Mobilize equipment, personnel, and construction facilities (including construction trailer and sanitary facilities, as needed).

Delineate exclusion and decontamination zones and install and maintain appropriate warning and access controls.

http://www.michigan.gov/SIGMAVSS

(b) Conduct site clearing to establish access for drilling rigs and trailer-mounted pumping equipment to the proposed extraction well locations (EW-1 through EW-8).

(c) Remove asphalt and concrete from Soil Flushing Area B.

(d) Install Extraction wells

a. Install and develop EW-9 and EW-10. See Section 02935 for directions on IDW procedures.

b. Install and develop wells EW-1 through EW-8.

(e) Install Soil Flushing System

Based on the Answer to Question #19, A#19: The Western most injection points labeled as “Soil Flushing Prep” on Figure 5 will be completed prior to construction the soil flushing system, it appears that these injection points will be installed after installation of EW‐9 and EW‐10 and prior to installation of the Soil Flushing System. Is this assumption correct? If yes, approximately how long will it take for completion of the “Soil Flushing Prep” work performed by others? Also relevant is that the project specifications require a minimum of 5 days between installation of an extraction well and the development of an extraction well.

A3 The injection work will begin after installation and development of one of the two extraction wells.

We’re assuming the injection work done by others will be completed approximately two weeks after well installation.

Q4 There appears to be a discrepancy in the Project Specifications about completion of wellheads:

SECTION 01010 SUMMARY OF WORK

General

1.1. DESCRIPTION OF WORK

(a)…… extraction wells installation (one flush-mounted well and nine (9) wells with “stickups” with protective casings and lockable covers);………..

2.7 WELLHEAD

B. The EW-9 and EW-10 wellheads shall be completed as a flush-mounted well with 3 X 3 concrete pad. Separately supply an electrical service box to connect the pump to a temporary source of electrical power. Submit profile and plan-view drawings of the EW-9 and EW-10 well heads showing the proposed pump and electrical and plumbing connections

3.5 WELLHEAD COMPLETION

A. EW-9 and EW-10 shall be situated on a 6-inch thick, well compacted layer of Coarse Aggregate Fill, and be installed so that the completed concrete pad is approximately 2 inches above the surrounding ground surface.

A4 We acknowledge there will be two flush mounted wells (EW-9 and EW-10).

Q5 Base Bid Item No. 6 is a Unit Pay Item having Bid Quantity of 10. However, 2 of the 10 Extraction

Wells will have submersible pumps, riser pipes, electrical connections materials, etc. Given this, the 2 Extraction Wells (9 & 10) do not equally fit with the other 8 Per Well units. Measurement and Payment for Item 6 does not clearly mention inclusion of pumps and ancillary materials. Clarify where to include the cost of the submersible pumps, riser pipes, electrical, etc. for base bids and the eventual Schedule of Values? Suggestion, include the costs for the non‐unit costs in Lump Sum Base Bid Item No. 8 Installation of Soil Flushing System.

A5 The bidders can include cost as they deem appropriate. Be sure to explain where the costs are distributed in the bid.

Q6 Addendum #4 – Q & A #11: Clarify what type(s) of material is required or acceptable for the riser pipes from the submersible pumps to the SCH80 PVC Main?

A6 For this installation, the Trade Contractor should be able to use the conventional aircraft cable to hang the pump (as prescribed by the manufacturer). For this temporary installation, we should be able to run 2‐inch braided (reinforce) hose from the pump to the ground surface.

Q7 Addendum #4 – Q & A #13, Q & A #26 and Base Bid Item No. 16 – Decommissioning: Measurement and Payment provides overall requirement. There is no Division specific to Decommissioning. Some other Divisions provide some information about Decommissioning. Clarify if the Trade Contractor will have ownership of the metering pumps, submersible pumps, electrical appurtenances, riser pipes, flush‐mount covers, etc. upon Decommissioning?

A7 The Trade Contractor will have ownership of this equipment upon decommissioning.

Q8 During the mandatory virtual pre‐bid meeting it was stated that the requirement for SESC permit(s) would be clarified in Addendum. Addendum #4 does not address SESC permit(s) requirements and needs to be clarified.

A8 It is not anticipated that the Trade Contractor will need a SESC permit for the private land but the

Trade Contractor should check with the county to see what their requirements are for SESC.

Q9 Because the CASH Allowance for purchase of injectate is a high amount of $940,000, and some or all vendors will limit the payment period in a Purchase Order, clarify when the Trade Contractor will be allowed to submit Payment Request for the cost of the injectates?

A9 Multiple payment requests can be submitted as material is purchased.

Q10 Addendum #4 – Q&A #23, provide written confirmation of the exemption (and/or cite the specific exemption in the Rule(s)) from a Groundwater Discharge Permit (or equivalent) for the injection project.

A10 We presented to and have approval from EGLE InSRT committee to discharge amended groundwater via the injection and soil flushing program.

Q11 Addendum #4, Q&A #30, because the estimated quantity of topsoil is large, we suggest that the topsoil be a unit price pay item, separate from the rest of the surface restoration.

A11 This item will remain lump sum.

Q12 Over many years, many State of Michigan projects have been delayed because of utility companies.

Because it appears that time is of the essence for this project, and the Trade Contractor is not allowed to perform any work on the project until the Notice to Proceed is issued, we suggest that the State of Michigan or AECOM consider contracting directly with the electrical utility to get the project on the utility companies schedule ASAP. The electrical utility company will not schedule work until they have a Contract and are paid in full. Then they will schedule the work to be completed within 18 business days. However, due to all of the delays caused by Covid‐19, utility companies will prioritize projects. For example, I have been notified by Consumers Energy that they are only performing “emergency” work during the Stay‐Home Order.

A12 This is a concern. The Professional will be looking into the timing of this.
