About this opportunity

The Michigan Department of Technology, Management and Budget is requesting bids for day-use restroom renovations at Colonial Michilimackinac Historic State Park in Mackinaw City, project 751/26365.ABG, with bids due October 14, 2026 at 2:00 p.m. ET. A mandatory pre-bid conference and site tour was held September 30, 2026 at the project location (526 N. Huron Ave., Mackinaw City, MI 49701). Qualified Disabled Veteran (QDV) businesses may receive a 10% preference in bid evaluation; eligible QDVs must be 51% or more owned by one or more veterans with service-connected disability and must submit DD214 or equivalent, VA Rating Decision Letter, and proof of business ownership or NVBDC certification with their bid.

The scope encompasses comprehensive renovation of three public restrooms (men's, women's, and family) plus a janitor's closet, including demolition, new plumbing and mechanical systems, roof replacement with new architectural shingles, window infill, exterior siding, interior ceramic wall tile (6"×6" Daltile urban putty), epoxy flooring, electrical work, and ADA accessibility upgrades including grab bars, accessible toilet stalls, thermostatic mixing valves on plumbing fixtures, concrete ramps, and new landings. Work must comply with 2021 Michigan Building Code and 2021 Michigan Energy Code. The scope includes five base bid items (mobilization, carpentry, mechanical, plumbing, electrical) plus an $75,000 cash allowance. Completion is due April 1, 2027, with liquidated damages at $1,000 per calendar day for delays. Addendum No. 1 (issued October 6, 2026) adds Section 10 28 00 (toilet, bath, and laundry accessories), revises drawings A101 and A201, adds site plan C101, and clarifies snow removal responsibility.

Bidders must submit a 5% bid guarantee, proof of State Project Registration from Michigan Department of Labor and Economic Opportunity, prevailing wage compliance attestation, and asbestos/lead abatement attestation. Performance and payment bonds are required for bids exceeding $50,000. Commercial general liability insurance must carry $1,000,000 minimum per-occurrence limits; builder's risk insurance must cover 100% replacement cost. Questions are due October 8, 2026 at 5:00 p.m. ET to Jeremy Gagnon (jgagnon@upea.com). Bids are evaluated on financial resources, technical capabilities, past performance, business integrity, and specification compliance; bids within 10% of the lowest responsive bid may be evaluated for best value on qualitative components.
