About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB), State Facilities Administration is requesting bids on renovation of the Hartwick Pines State Park Visitor Center located at 3612 State Park Drive, Grayling, Michigan (DTMB File 751/26054.HJD), with bids due June 10, 2026 at 2:00 p.m. ET via the SIGMA VSS electronic bidding system. A Service Disabled Veteran Owned Business (SDVOB) preference of 10% applies to eligible bidders; the State of Michigan does not accept federal CVE or SBA certifications and requires documentation including DD214, VA Rating Decision Letter, or NVBDC certification to claim the preference.

The scope encompasses interior renovation of the existing visitor center, including removal and modification of walls in the Conference Room and Exhibit Space, finish upgrades, conversion of an existing staircase into a single-occupancy family restroom, modifications to mechanical, electrical, and plumbing systems, plastic laminate repair in the west wing, and fabrication and installation of exhibits by Split Rock Studios. Two alternates are available: lighting upgrades in the central lobby and full installation of an adult changing station unit in the new restroom. The project is classified as Level 2 Alteration under the Michigan Rehabilitation Code for Existing Buildings; the structure is approximately 10,628 gross square feet of Type VB construction. Addendum 1 (issued June 4, 2026, after the pre-bid meeting on May 27) approved two equipment substitutions: a Saniflow SpeedFlow Plus electric hand dryer (Model M17ACS-UL) and a Saniflow BabyMedi changing station (Model CP0016HCS-ASTM with recessed kit KT0016HCS). Addendum 2 is also available. All bidders must acknowledge receipt of addenda in the Bid Summary and Bid Form.

Bidders must be registered with the SIGMA system prior to submission and must submit proof of State Project Registration from the Department of Labor and Economic Opportunity. Five percent bid security (certified check, money order, or bid bond) is required. The apparent low bidder must submit qualification submittals, including a pre-award schedule and subcontractor list, within specified timeframes following bid opening. Bids must remain valid for 90 calendar days after opening. Questions were due June 3, 2026. The project documents are available through the SIGMA VSS portal and through Integrated Architecture at 616-559-4739.
