About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), in partnership with the Department of Natural Resources (DNR), is seeking professional architectural and engineering services for Phase 100 (Study) and Phase 200 (Program Analysis) of fuel system upgrades at Port Austin Harbor and East Tawas Harbor of Refuge. The primary deliverables include comprehensive inspection and evaluation of existing fuel storage and delivery systems at both locations, identification of immediate replacement needs, life expectancy assessments, cost estimates for improvements, volumetric usage analysis, future demand projections, and recommendations for equipment modifications or replacements. The Port Austin Harbor facility contains a 6,000-gallon gasoline tank and 4,000-gallon diesel tank with fuel lines replaced in 1994, while East Tawas Harbor contains a 15,000-gallon gasoline tank and 10,000-gallon diesel tank installed in 1997 with portions of fuel lines replaced in 2018. The selected firm must submit a draft report by September 2026 and a final report by October 2026. Proposals must be submitted electronically through the State of Michigan Procurement System (SIGMA VSS) by April 30, 2026, at 2:00 p.m. Eastern Time, with a mandatory virtual pre-proposal meeting held on April 20, 2026, at 1:00 p.m. via Microsoft Teams and written questions due by April 23, 2026, at 5:00 p.m. Eastern Time. Technical proposals will be weighted at 80 percent and cost proposals at 20 percent, with contract award expected within thirty days of the proposal due date.
Proposing firms must be Michigan-licensed professionals and must submit a Certification of Michigan Based Business and Responsibility Certification as required conditions of proposal submission. The contract is structured as a not-to-exceed fee basis using billable hourly rates for professional staff and sub-consultants, with compensation covering all direct and indirect costs including employee fringe benefits, overhead, insurance, taxes, pension funds, computer costs, and telephone services. Reimbursable expenses include printing, reproduction, soil borings, site surveys, laboratory testing, and travel expenses exceeding 100 miles one-way from the professional firm's office, reimbursed at State of Michigan Vehicle and Travel Services rates, with a maximum 5 percent markup permitted for outsourced services. The RFP provides historical 2025 fuel sales data for both facilities—Port Austin Harbor recorded gasoline sales of 14,019 gallons totaling $64,662.63 and diesel sales of 18,875.7 gallons totaling $69,037.74 from June through September 2025—to assist proposers in developing realistic cost estimates and understanding operational requirements. All work must comply with applicable federal regulations (EPA, OSHA, DOT) and state regulations (DHHS, EGLE, DNR, MIOSHA), and professional liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 annual aggregate is required. No specific budget ceiling or award value is identified in the procurement documents, as the study itself will serve as the source for future budget recommendations.
