About this file

This is an Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, in conjunction with the Department of Natural Resources (DNR), Parks & Recreation Division, for the Port Austin & East Tawas Harbors of Refuge Fuel System Upgrades project (File Number 751/26036.BDW). The RFP requests a Phase 100 and Phase 200 study and program analysis of the existing fuel storage and delivery systems at each harbor location, including recommendations for interim and final improvements, volumetric storage analysis, and evaluation of current and future usage for storage capacities. The proposal due date is April 30, 2026, at 2:00 p.m. local time, with five hard copies plus three electronic copies required via SIGMA VSS. A pre-proposal meeting was held on April 20, 2026, online, with the last day for submitting questions established as Thursday, April 23, 2026. The project completion timeline includes a draft report in September 2026 and a final report in October 2026. This is a not-to-exceed, billable rate contract with no specific award date identified in the addendum.

The contract contains no established budget, and proposers are explicitly not expected to provide a budget analysis as part of their response. Volumetric usage data will be provided in subsequent addenda (Addendum 2), though a note clarifies that Port Austin Harbor's 2025 delivery figures may not reflect true demand trends due to historically slow fill rates prior to that season. The study itself will serve as the source for future budget recommendations. The addendum includes the pre-proposal meeting attendance record and agenda, documenting participation from both government agencies (DTMB, DNR) and private firms including consulting engineers and service providers (Hubbell, Roth & Clark; Edgewater Resources; Weston Solutions, Inc.; C2AE; and others).

PROPOSAL DUE DATE:

4/30/2026

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

ITEM 1 - Proposal Due Date = April 30, 2026 [UNCHANGED]

ITEM 2 – PreProposal Sign-in Sheeti – Attached.

ITEM 3 – PreProposal Agenda/Notes – Attached

ITEM 4 – Questions/Answers Q1: RFP requests a budget analysis?. Answer: There is no budget provided and a budget analysis will not be expected as part of the proposal.

Q2: Will usage quantities be provided in electronic format and can it be provided prior to proposal?.: Answer: We will attempt to provide usage for each facility {if provided, it will be in later addenda. NOTE: Port Austin Harbor was provided new delivery for use in the 2025 season and higher usage should not be inferred to be a true trend, but a reflection that boaters likely filled tanks, rather than just secure enough fuel to get them to a nearby harbor for topping off. This due to the fact that fill rates were excessively slow prior to 2025.
