About this opportunity
This is an invitation for sealed bids for construction services related to project 751/25024.DPL, a new archery range facility to be constructed at 2500 Pierce Road, Chelsea, Michigan 48118, in Washtenaw County. The State of Michigan Department of Technology, Management and Budget (DTMB) and Department of Natural Resources (DNR) are jointly procuring general construction services for a new 4,885 square foot wood-framed covered archery range building with associated site improvements. The scope of work includes site clearing and earth moving, construction of a new entrance drive with 3 standard parking spaces and 1 ADA-compliant space utilizing crushed limestone surfacing, concrete paving for the ADA space with concrete walkway to the building, installation of 5-foot and 12-foot gates, front and perimeter fence replacement (with two fence alternates available), relocation of an existing shed, removal of existing poles, and turf preparation. The building will feature Type VB construction with a single story, 17-foot height, six indoor archery shooting lanes, entrance storage, and staging area designed for 7 people, constructed in compliance with 2021 Michigan Building Code and other applicable standards. Construction must commence in Spring 2026 and be completed by the first week of June 2026, representing a 90-day contract period. Contractors must provide proof of State Project Registration from the Department of Labor and Economic Opportunity, have the ability to provide their own power, water, temporary facilities, and generator, and submit asbestos abatement attestation forms pursuant to PA 59 of 2024. A mandatory pre-bid conference and site tour were held October 22, 2025, at 10:00 a.m. in Chelsea, Michigan; questions must be submitted by October 31, 2025, at 2:00 p.m. Eastern time; and sealed bids are due November 5, 2025, at 2:00 p.m. Eastern time through the SIGMA VSS electronic submission portal.
The procurement includes a Service Disabled Veteran Owned Business (SDVOB) preference program offering qualified businesses a 10% pricing advantage under Public Act 91 of 2005; interested bidders must submit DD214 documentation, VA Rating Decision Letter, and proof of business ownership to claim this preference. Bid security of 5 percent is required, with performance and payment bonds mandatory for contracts exceeding $50,000. The project is subject to Michigan prevailing wage requirements and Davis-Bacon Act wage determinations for federally funded components, as the project is funded with Federal State and Local Fiscal Recovery Funds (SLFRF), requiring contractor registration with the Federal System for Award Management (SAM) and maintenance of an active Unique Entity Identifier (UEI). Liquidated damages are assessed at $1,500 per calendar day for delays beyond the 90-day contract period, and the bid must remain valid for 60 calendar days after the bid opening date. No incumbent vendors or current contractors are identified in the procurement documents. The contract budget includes a base bid with a $60,000 contingency allowance and two pricing alternates for fence replacement and gravel surfacing, with the overall project value dependent on bid pricing and alternate selections.
