About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design & Construction Division is procuring construction services for pole barn improvements at the Allegan State Game Area located at 4590 118th Avenue, Allegan, Michigan 49010. The scope of work encompasses approximately 1,890 square feet of improvements including wall and ceiling insulation, installation of a new insulated overhead door, two ceiling fans, two attic louvers, a new thermostat to control existing exhaust fans, and new interior lighting. Two alternates are available for bidder consideration: Alternate No. 1 for installation of a new 100 BTU Modine propane heater with propane tank provided by fuel provider, and Alternate No. 2 for provision and installation of 2-1/2" Huber insulated sheathing in lieu of 1-1/2" sheathing. Bidders must attend a mandatory pre-bid conference and site visit scheduled for June 4, 2026 at 10:00 a.m. ET at the project location, with all contractor and vendor representatives required to submit a Vendor/Contractor LEIN Request form five business days prior to the meeting. Written questions must be submitted to Frank Pettinati at fpettinati@schley-aia.com no later than 5:00 p.m. ET on Wednesday, June 10, 2026, with replies provided by Friday, June 12, 2026 at 5:00 p.m. ET. Bid responses are due electronically through SIGMA VSS by June 17, 2026 at 2:00 p.m. ET, and contractors must provide proof of State Project Registration from the Department of Labor and Economic Opportunity. The contract timeline specifies 75 calendar days from the Notice to Proceed through substantial completion, with performance and payment bonds required for all bids exceeding $50,000. All bids require 5% bid security in the form of a certified or cashier's check, money order, or bid bond, and contractors must comply with prevailing wage requirements under 2023 PA 10, as amended, MCL 408.1101 et seq., with certified payroll submissions mandatory.
The State of Michigan extends a 10% pricing preference to Service-Disabled Veteran-Owned Businesses (SDVOBs) meeting specific eligibility criteria under Public Act 91 of 2005, requiring bidders claiming this preference to provide documentation including proof of service and discharge status via DD214 or equivalent, proof of service-connected disability via DD214 or Veterans Administration Rating Decision Letter, and proof of business ownership through appropriate legal documents, or alternatively provide National Veterans Business Development Council (NVBDC) certification. Contractors must maintain Commercial General Liability Insurance with a minimum limit of $1,000,000 per occurrence, vehicle liability insurance, workers' compensation insurance, and builder's risk insurance for 100% of the replacement cost value of the insurable work. The contract includes extensive federal compliance requirements applicable to this federally-funded construction project, including Equal Employment Opportunity provisions, Davis-Bacon Act prevailing wage compliance, Copeland Anti-Kickback Act requirements, Contract Work Hours and Safety Standards Act regulations, and debarment and suspension verification through the System for Award Management (SAM), with contractors required to obtain a Unique Entity Identifier (UEI) prior to contract execution. Bidders are permitted to submit a maximum of two attachments, each less than 25 MB, consisting of bid documents and qualified disabled veteran information if applicable. No specific award value or budget range is disclosed in the procurement documents; however, the project is funded by the State of Michigan Department of Natural Resources and represents a construction improvement initiative at a state facility.
