About this file

This is an information sheet from the State of Michigan Department of Technology, Management and Budget (DTMB) regarding Service-Disabled Veteran-Owned Business (SDVOB) preferences applicable to State of Michigan contracts, including the Allegan SGA Pole Barn Improvements project. The document outlines Michigan's commitment to supporting qualified service-disabled veterans through a preferential pricing mechanism in the competitive bidding process. Eligible businesses owned by service-disabled veterans receive a 10% pricing preference when submitting bids on State of Michigan projects. To claim this preference, bidders must indicate SDVOB status in their bid response and provide required documentation, including proof of service and discharge status via DD214 or equivalent, proof of service-connected disability via DD214 or Veterans Administration Rating Decision Letter, and proof of business ownership through appropriate legal documents. Alternatively, bidders may provide National Veterans Business Development Council (NVBDC) certification to verify eligibility, provided certain conditions are satisfied. The State does not pre-certify businesses as SDVOBs and does not recognize federal Center for Verification and Evaluation (CVE) database certification or US Small Business Administration VetCert designations.

A service-connected disability is defined as a disability incurred or aggravated during active military, naval, or air service as described in 38 USC 101(16). Qualified businesses must be 51 percent or more owned by one or more veterans with a service-connected disability. This preference mechanism applies to State of Michigan procurement opportunities and represents a statutory preference established under Public Act 91 of 2005. Additional detailed information regarding the SDVOB preference requirements and procedures is available through the SDVOB Preference Fact Sheet maintained on the DTMB Procurement website.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
