About this opportunity

The Michigan Department of Technology, Management and Budget is requesting sealed bids for day use improvements at William Mitchell State Park in Cadillac, Wexford County, with bids due September 23, 2026 (extended by Addendum No. 1 issued September 11). A mandatory pre-bid walk-through was held September 1, 2026. Service-Disabled Veteran-Owned Business (SDVOB) preference of 10% pricing applies to eligible vendors; Michigan does not pre-certify SDVOBs and requires bidders to submit DD214, proof of service-connected disability, and proof of business ownership (51% or more owned by one or more veterans with service-connected disability) or an NVBDC certification.

The scope encompasses demolition and reconstruction of a day use restroom facility (986 square feet, Assembly Use Group A-3 construction classification V-B), parking lot expansion to 96 spaces, picnic shelter and contact station (both with alternates; the shelter qualifies as delegated design requiring the supplier's licensed structural engineer and offering glue-laminated or timber frame construction options), utility infrastructure (water, sanitary sewer, electrical, storm drainage, and bioswales), landscaping restoration, and erosion and sediment control. The project must comply with 2021 Michigan Building Code, 2021 Michigan Plumbing Code, 2021 Michigan Mechanical Code, 2023 National Electric Code, 2017 ANSI A117.1 accessibility standards, and current ADA requirements. Key material specifications include Sherwin-Williams WoodScapes exterior polyurethane semi-transparent stain, Schlage Jupiter-style hardware with Satin Nickel finish, and specified resinous flooring systems. Construction is anticipated September 2026 through July 2027 at 6093 East M-115, Cadillac, Michigan.

Bid security of 5% is required, submitted as certified or cashier's check, money order, or bid bond. Bids must be submitted electronically through SIGMA VSS and remain valid for 90 calendar days. All contractors must provide proof of State Project Registration. Questions are due September 9, 2026 to Christy Summers at csummers@bria2.com. The contract is governed by Michigan MICHSPEC 2008 standard forms and requires prevailing wage compliance and soil erosion and sedimentation control compliance under 1994 PA 451 Part 91.
