About this file
This is an informational document from the State of Michigan Department of Technology, Management & Budget (DTMB) outlining the Service-Disabled Veteran-Owned Business (SDVOB) preference program. The document details Michigan's commitment to service-disabled veterans through a special pricing preference available on State of Michigan contracts. Eligible businesses must be 51 percent or more owned by one or more veterans with a service-connected disability. To claim the SDVOB preference during the bidding process, vendors must provide specific documentation including a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability through either a DD214 or VA Rating Decision Letter, and proof of business ownership via legal documents. Alternatively, businesses may submit a National Veterans Business Development Council (NVBDC) certification as verification of eligibility under certain conditions.
The SDVOB preference provides qualified vendors with a 10% pricing advantage when bidding on State of Michigan projects, established under Public Act 91 of 2005. The state does not pre-certify businesses as SDVOBs and does not accept federal certifications from the Center for Verification and Evaluation (CVE) database or the U.S. Small Business Administration (VetCert). Service-connected disability is defined as any disability incurred or aggravated during active military, naval, or air service in accordance with 38 USC 101(16). Additional information regarding the preference program is available through the SDVOB Preference Fact Sheet on the DTMB website.

About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
