About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), in coordination with the Michigan Department of Natural Resources, is soliciting competitive bids for the Net River Dam Modernization and Restoration project located in Baraga County, Michigan. This construction procurement encompasses comprehensive rehabilitation of the Net River Dam including modification of the existing reinforced concrete inlet structure, installation of two stainless-steel vertical slide gates with operator access walkway, removal and replacement of failed dual-barrel corrugated metal pipe (CMP) spillway culverts with a single precast concrete box culvert (14 feet wide by 8 feet tall), construction of precast outlet wing walls, and complete embankment reconstruction incorporating a chimney filter, filter blanket, and riprap protection to maintain the historical impoundment footprint and accommodate the 100-year design flood of 3,200 cubic feet per second with minimum 3.5 feet of freeboard. Key objectives include restoring the low-hazard dam to current safety standards under Michigan's Part 315 Dam Safety regulations, ensuring the spillway can pass flood events with a maximum reservoir elevation of 1,541.5 feet, and maintaining embankment slope stability exceeding FERC-required factors of safety through proper material compaction to 95 percent of maximum dry density and comprehensive seepage management systems. Bidders must submit sealed electronic bids through the SIGMA VSS portal by April 1, 2026, at 2:00 p.m. Eastern Time, with substantial completion required by December 1, 2026; a mandatory virtual pre-bid conference is scheduled for February 13, 2026, at 1:00 p.m. EST via Microsoft Teams with registration required by email to Jacob Pieti at jpieti@geiconsultants.com by 3:00 p.m. EST the day prior, and the deadline for bidder inquiries and material approval requests is March 25, 2026. All bids require 5 percent bid security, performance and payment bonds for bids exceeding $50,000, a non-collusion affidavit, State Project Registration from the Michigan Department of Labor and Economic Opportunity, and acknowledgment of all three addenda on the bid form; bid documents are available through SIGMA VSS at https://sigma.michigan.gov/webapp/PRDVSS2X1/AltSelfService, with technical questions directed to Jacob Pieti of GEI Consultants at jpieti@geiconsultants.com and site examination inquiries directed to Bill Scullon of the Michigan Department of Natural Resources at (906) 563-9247.
This project is subject to Davis-Bacon Act prevailing wage compliance requirements, with federal prevailing wage rates for heavy construction in Baraga County and surrounding counties ranging from $10.89 per hour for landscape laborers to $45.98 per hour for power equipment operators, mandating certified payroll submissions using Department of Labor Form WH-347 and contractor registration in the Federal System for Award Management (SAM) with a Unique Entity Identifier (UEI) maintained throughout contract performance. Michigan residency requirements mandate that 50 percent of persons employed on the work by the contractor shall have been Michigan residents for not less than one year before employment, unless exempted in writing by the owner or through collective bargaining agreements allowing interstate employee portability. Service-Disabled Veteran-Owned Businesses (SDVOBs) are eligible for a 10 percent pricing preference when bidding on State of Michigan contracts; to claim this preference, bidders must indicate their SDVOB status and provide documentation including proof of service and discharge (DD214 or equivalent), proof of service-connected disability (DD214 or VA Rating Decision Letter), proof of business ownership, or National Veterans Business Development Council (NVBDC) certification. The State reserves the right to reject any or all bids, waive irregularities, and issue post-bid addenda or rebid the work without re-advertising. Award will be made to the responsive and responsible best value bidder, with consideration given to qualified disabled veteran preferences under Michigan Public Act 22 of 2010; liquidated damages are set at $1,000.00 per calendar day for delays in substantial completion and $500.00 per calendar day for final completion delays. No specific budget amount is disclosed in the available procurement documents, though the project scope, anticipated 22-week construction duration, and comprehensive modernization requirements suggest a substantial infrastructure contract.
