About this file
This is a Final Construction Report documenting the Net River Dam Channel Construction Project completed by GEI Consultants of Michigan, P.C. for the Michigan Department of Natural Resources (MDNR) in Covington, Michigan. The project involved two primary components: installation of a concrete notch in the existing intake structure and construction of a diversion channel through the dam embankment. Construction commenced on October 3, 2022, and reached substantial completion on November 15, 2022. The work was performed by two primary contractors: Terrazzo Concrete Restoration (TCR) for the concrete notch demolition and stoplog slot installation, and MD Construction (MDC) for the diversion channel excavation and riprap lining. The scope included removing approximately 5 feet of concrete from the intake structure's upstream wall, installing epoxied anchor systems with steel stoplog slots, constructing a temporary cofferdam with heavy riprap and filter stone, excavating and lining a channel approximately 1.83 stations in length, and implementing erosion control measures throughout construction.
The report documents comprehensive daily field observations conducted by GEI personnel from October 3 through November 15, 2022, including inspections of concrete reinforcement, material gradations, SESC compliance, equipment operations, and construction progress. Key design modifications included adjusting the diversion channel alignment approximately 15 feet westerly to avoid interference with temporary bridge structures and revising the channel grade from 4.2 percent to 2.9 percent to minimize impact to the river tailwater area. Quality control testing included concrete core sampling, riprap gradation analysis via random stone measurement, soil sample gradations, and nuclear density gauge testing of compacted materials on the cofferdam crest. The project utilized salvaged riprap and filter stone from the existing dam embankment and required coordination with EGLE permits, Baraga County SESC permits, and weekly progress meetings with MDNR personnel. Post-construction recommendations included quarterly visual observation of riprap placement and maintenance following significant discharge events raising river levels more than 2 feet.

Reviewed temporary bridge set up. MD Contracting (MD) set the bridge last Friday afternoon. The bridge was set on top of stacked construction matting, allowing the bridge to span over the culverts, approximately centered on the concrete intake structure. Aggregate ramps on and off the bridge were constructed of coarse aggregate (~3” max aggregate size) capped with
MDOT 22A road gravel.
MD has been hauling heavy rip rap and stockpiling on south side of parking lot at the dam’s east abutment. GEI performed a manual gradation per the specifications by random selection of 30 stones, measured as follows:

Brad Johnson (DNR) posted the EGLE JPA and Baraga County SESC permits on site.
Reviewed condition of intake structure – observed one additional spall on the outside right wall at the connection to the downstream headwall. No reinforcement was exposed. The steel trash rack had some rust nodules and corrosion observed below the normal water line. The reservoir levels were approximately 8-10” above the sill of the existing intake structure concrete notch.
TCR used a grinder with a cut off wheel to cut the trash rack structure to facilitate removal. The crane was unable to be immediately offloaded from the low boy truck as the truck had a dysfunctional hydraulic system and could not lower the trailer to offload. A secondary truck arrived at ~3:30 pm and the crane was offloaded. The crane was set up on the west end of the temporary bridge structure.
While waiting for the crane to be offloaded, TCR set a ladder for access into the intake structure. Several sandbags were set in the invert of the right culvert. The water levels in the culvert quickly began to rise and flow upstream back into the intake structure.
To alleviate the backflow, the sandbag cofferdam was moved several feet upstream of the culvert inverts and connected to the sand bag cofferdam beneath the intake concrete beam strut between the culverts. Once the sand bags were placed to an elevation greater than the static water level within the intake, geotextile fabric was used to line the area. The fabric was connected to the concrete with tapcons and wrapped over and around the sand bags. A submersible pump was set up within the fabric lined area with a hose discharging effluent into a filter bag. The filter bag was placed at upstream toe of embankment approximately thirty feet right of intake. No excessive turbidity nor erosive flows were observed at any time during the day.
TCR set up scaffolding within the intake structure and began to lay out the demolition extents. The first cut was laid out to be a horizontal cut ~4 inches above the reservoir waterline from the inside of the intake. The demolition began by coring two 1.5” diameter holes at the furthest left and right extents of the anticipated cut. The first concrete core had 11.5 inches of core recovered with 3.5” of clear cover upstream of a 1/2” diameter reinforcing bar.
TCR reported the intention to core additional holes before cutting horizontally and installing steel shims and cutting vertically to remove pieces per the approved work plan. All concrete debris will be disposed of offsite.
GEI left the site at 5:00 pm.

Arrived onsite at 1:00 pm. Met with TCR foreman, Mike Begres. Discussed work plan and project drawings and specifications.
GEI arrived on site and one wall section of three was already removed. GEI obtained the second concrete core that had been drilled into the wall. TCR mentioned how concrete seems soft and has trouble holding an anchor. GEI washed a side of concrete section that was removed to determine horizontal reinforcement. On the upstream face, #4 spaced roughly 12-inches on center
(O.C.). On the downstream face #5 bar spaced roughly 12-inches O.C. Once all three sections were removed and TCR was done cutting concrete, the vertical reinforcement was able to be determined. GEI observed #4 bar on both the upstream and downstream faces, spaced 24-inches O.C. in a staggered pattern. Jacob Burch discussed this with the Engineer of Record, Richard
Price, and determined the reinforcement to be OK based on the analysis. The wall sections demolished on 10/4/2022 were only 3-feet 6-inches of the 5’ total height to be demolished. TCR will construct a wooden bulkhead and use hydraulic cement to seal the edges. Once the bulkhead is sealed off, TCR will finish the demolition to the full 5-foot notch depth.
GEI left the site at 4:30 pm.

GEI arrived onsite at 11:45 am. Met with TCR foreman, Mike Begres. Pat (GEI) and Mike(TCR) immediately discussed a question of inconsistent concrete thickness and relation to drawing dimensions. It was noted that the intake concrete thickness was inconsistent and would cause a dimensional conflict. Either the 3-1/2” clear cover over the epoxied anchors, or 1” downstream offset to the end of the bent plate member would need to be adjusted. After discussion with project engineer Jake P (GEI) over the phone, it was determined that the 3-1/2” clear cover thickness was the critical dimension that must be maintained, and that the 1 inch offset from the downstream edge of the wall could be adjusted.
GEI arrived on site and all concrete demo had been complete, and holes for each epoxied anchor had been drilled. At this point, the steel stoplog slots had been lowered into the intake and placed up against the sides of the notch to check flush fit up. Exposed reinforcement from the notch cuts were coated with epoxy prior to stoplog slot installation. Horseshoe shaped hydraulic grout was placed on the “crest” of the notch to protect exposed reinforcement on the horizontal cut. GEI observed the application of a bead of sealant to each stoplog slot. The cold weather had caused the sealant to thicken and become difficult to squeeze through the caulking gun. Other tubes of sealant were kept a TCR work truck to keep warm. GEI confirmed the sealant product was
Aquaflex, Aquabond 8000. After the first bead of sealant was applied, TCR began to place epoxy into each anchor hole and set the
1/2” diameter threaded rod anchors. During application of the epoxy to the left stoplog slot, TCR peeled back the slot and applied another thick bead of sealant to the slot downstream of the anchors to achieve full sealant consistency. Epoxy and anchors were set, and a brace was spanned between the two stoplog slots to pin them in place. TCR took lunch while the epoxy cured. GEI confirmed the epoxy as Hilti Hit HY-200A.
After lunch, TCR began to remove all unnecessary hand tools and equipment from the inlet. The 2 inch pump running to the filter bag was shut down and hoses put away. Horseshoe shaped placements of hydraulic grout were removed. Pat D (GEI) and Mike
B(TCR) discussed the plan for the rest of the day. Mike B agreed that they wanted to be finished that day, and planned to finish torquing down stoplog slots after full cure of epoxy, applying the upstream bead of sealant, and then proceeding to break down all SESC measures and remove the bulkhead from the stop log slot, with full demobilization to finish that afternoon/evening.
GEI left the site at 2:15 pm.

Re: Site Visit on Thursday November 2, 2022, Net River Dam, Covington, MI
Undersigned arrived on-site at 8:00 a.m and met with MD site supervisor, Mike Delene to review construction progress. The weather was cloudy with temperatures in the mid 40’s. Following is a summary of observations.
Overall the construction areas were tidy and available to observe. The temporary upstream cofferdam was in place with river water just touching the upstream toe. The area downstream of the cofferdam had water, but no observable flow. Suggest that Bruce Peterson record daily upstream and downstream river water levels during construction. Water was flowing over the new notch and existing stoplog slot to the left culvert. MD is utilizing timber crane mats to access the construction areas.
Trimedia slope staked the proposed channel alignment. GEI and MD discussed the approximate 7 foot proposed cut at the channel termination at the downstream river. Trimedia provided the river tailwater at this location to be 1530.6’ and the river depth in the main channel to be approximately 1528.0’. GEI suggests no excavation in river below normal tailwater elevation
1530.6 feet.
Based on actual surveyed ground elevations by Pete Cittadino, Trimedia, GEI suggests the following modifications to the finished riprap grade at the termination near the confluence with the existing river.
• Existing riverbank is at approximate proposed channel station 1+65. Existing tailwater elevation at this location is 1530.6’
• Change finished grade from elevation 1528.5’ to 1530.0’ at station 1+65 (ex. waterline).
Maintain station 0+14.8, elevation 1534.8’. Overall profile slope changes from 4.2% to 2.9%.
• Suggest no excavation below existing tailwater. Place fabric and smaller spec stone below water to approximate station 1+83. Stone shall positively drain from station 1+65 to 1+83.
MD agreed with approach and will follow up with a RFI request to capture in the construction documentation.
MD and GEI discussed construction schedule. MD planned to start channel stone lining at the downstream end and work upstream. MD plans to limit exposed final excavated grade and will line with stone as channel as work progresses upstream to the temporary cofferdam. MD estimated that channel stone placement could be completed by end of the week. Rain anticipated for Friday and the weekend. GEI discussed that the river levels are flashy and that seepage can be expected at the temporary cofferdam as the river levels increase. MD mentioned that they are prepared to handle the temporary cofferdam seepage (pumping to filter bags if needed).
Closing The undersigned left the site at 10:30 a.m. Attached are photographs from the site visit.
Please contact the undersigned if there are questions or clarifications to the issues described above.
