About this opportunity
The Michigan Department of Technology, Management and Budget, on behalf of the Michigan Department of Natural Resources, is soliciting sealed competitive bids for construction services to renovate universal access at Muskallonge Lake State Park located in Newberry, Michigan. The project scope encompasses demolition of an existing stairway to Lake Superior, construction of a new universal access path featuring approximately 92 feet of boardwalk with wood decking and fiberglass grating sections, installation of an ADA-compliant gravel path with geocell stabilization, construction of concrete sidewalks and ADA parking spaces, installation of a new vault toilet facility, relocation and installation of site furnishings, site fencing, and site restoration work. The work also includes installation of concrete and helical pile foundations, with design specifications including 114 total 18-inch concrete foundations, 12 total 24-inch concrete foundations for corner posts, 5 helical piles with 24-inch concrete pier caps, and 23 standard helical piles with 18-inch concrete pier caps. Bidders are required to attend a mandatory pre-bid walk-through inspection scheduled for Thursday, May 16, 2024, at 10:00 a.m. at the project site; sealed bids are due on Wednesday, June 12, 2024, at 2:00 p.m. Eastern time via the SIGMA VSS electronic bidding system with a maximum of two attachments each not exceeding 6 megabytes. Questions regarding the project must be submitted by email to Zane Hyrkas at zane.hyrkas@ohm-advisors.com no later than 2:00 p.m. Eastern on Wednesday, June 5, 2024. The contract time requires substantial completion by June 20, 2025, and final completion by July 18, 2025, with a Notice-to-Proceed expected approximately mid-September 2024. Bidders must submit a five percent bid security in the form of a certified check, money order, or bid bond, and performance and payment bonds are required for all bids exceeding $50,000, along with comprehensive liability insurance, builder's risk insurance, and pollution liability insurance. Construction operations are limited to Monday through Friday, 8:00 a.m. to 7:00 p.m., with the existing stairway and viewing platform remaining available for public use from Friday evening through Monday morning.
There are no specific set-aside designations or restrictions identified in the procurement documents limiting responses to designated disadvantaged enterprises or other protected categories. However, the contract requires compliance with Michigan prevailing wage rates and federal Davis-Bacon Act requirements if federal funding is utilized, and Michigan residency provisions mandate that fifty percent of employees be Michigan residents. Bidders must demonstrate qualifications including evidence of authority to sign, non-collusion affidavits, current Experience Modification Rate (EMR) ratings, identification of a project superintendent with relevant experience, and references for at least three similar projects completed within the previous three years. The project is subject to Michigan soil erosion and sedimentation control regulations under 1994 PA 451, Part 91, and contractors must submit an implementation plan prior to commencing earthwork. Liquidated damages are assessed at $1,000 per calendar day for failure to meet substantial completion and final completion dates. The contract base bid includes a $50,000 allowance item supplemented by unit price work for various foundation types and add alternates for removal of the existing stairway and slope restoration and installation of a vault toilet with ADA parking and concrete sidewalk. No incumbent contractors or existing infrastructure requiring integration is referenced in the documents, and no specific award values or budget ranges are disclosed, though the contract threshold for performance and payment bonds ($50,000) suggests anticipated project costs exceeding this amount.
