About this file

This Addendum No. 1, dated May 29, 2024, is issued by the Michigan Department of Technology, Management and Budget (DTMB) on behalf of the Michigan Department of Natural Resources (MDNR) for the Muskallonge Lake State Park Universal Access Path project located at 29881 County Road 407, Newberry, Michigan. The project scope encompasses demolition of the existing stairway to Lake Superior, construction of a new universal access path including boardwalk and ADA gravel path, new ADA parking, a new vault toilet, relocation of existing site furnishings, and installation of new site furnishings. The mandatory pre-bid conference was held on May 16, 2024, on-site, and bidders were required to sign in under their company name with only one individual permitted to represent each bidder. The bid submission deadline is Wednesday, June 12, 2024, at 2:00 p.m. through the SIGMA VSS website. The contract time requires substantial completion by June 20, 2025, and final completion by July 18, 2025, with a Notice-to-Proceed expected approximately mid-September 2024. The addendum approves Fibergrate as a manufacturer for fiberglass reinforced gratings and Helical Pier Distributions LLC as a manufacturer of steel helical piers, and updates the bid summary form and bid schedule accordingly.

Liquidated damages are set at $1,000.00 per calendar day for failure to achieve substantial completion and $1,000.00 per calendar day after the final completion date. The addendum revises two deductive alternates: Alternate No. 1 addresses removal of the existing staircase and slope restoration, and Alternate No. 2 covers installation of a vault toilet, ADA parking space, and concrete sidewalk. Additional unit prices for sidewalk removal and concrete sidewalk installation (6-inch, dyed to match existing) are included. Prevailing wage rates apply to this project as specified in the Davis-Bacon prevailing wage rate document. Bid security of five percent of the base bid price is required, and a performance bond and payment bond are mandatory for bids exceeding $50,000. Contractors must obtain all required permits from LARA and other agencies, maintain a qualified on-site superintendent at 100 percent availability during work, and utilize only low ground pressure equipment not exceeding 8,000 pounds gross weight with no more than 10 PSI ground pressure. The project encourages the use of Michigan-based products and environmentally friendly materials where price, quality, and performance are equal to or superior to non-Michigan alternatives.
