About this opportunity
The State of Michigan Department of Technology, Management and Budget, in partnership with the Department of Natural Resources, is procuring general construction services for an office renovation and addition project at the Muskegon State Game Area located at 7600 Messinger Road, Twin Lake, Michigan. The project encompasses renovation of approximately 2,998 square feet of existing building space and construction of a 1,297 square foot addition, totaling 4,101 square feet of completed building area, designed to house personnel for State Game Area operations and accommodate office spaces, staff facilities, managed hunt areas, and barrier-free facilities. The scope of work includes site preparation and demolition, structural modifications, installation of new mechanical and plumbing systems, electrical upgrades, interior finishes including gypsum board, acoustic ceiling tiles, vinyl tile flooring, and casework, roofing with architectural asphalt shingles, exterior metal siding, windows, doors, and associated site work. The contract is structured as a Base Bid (Phase One) covering demolition and construction of a new north addition to the rough-in stage plus site work, with two additive alternates for Phase Two exterior work and Phase Two interior completion and finish build-out. Substantial completion is required by April 15, 2025, with final completion by May 15, 2025, and liquidated damages of $250 per calendar day apply for delays beyond the substantial completion date. The mandatory pre-bid conference is scheduled for June 11, 2024, at 10:00 a.m. EST at the project site, with bids due June 19, 2024, at 2:00 p.m. ET through the SIGMA VSS website, and contract award anticipated for July 15, 2024. All work must comply with current Michigan Building Code, Michigan Mechanical Code, Michigan Plumbing Code, and National Electrical Code, with ADA accessibility requirements throughout, and contractors must submit post-bid submittals including experience modification rating, proposed project superintendent qualifications, three similar completed projects as references, and a list of nominated subcontractors.
This project is designated as a State of Michigan Prevailing Wage Rate project requiring all contractors and subcontractors to comply with prevailing wage determinations issued by the Michigan Wage and Hour Division, effective February 13, 2024, with comprehensive wage rate schedules for classifications ranging from laborers and equipment operators to specialized trades such as electricians, plumbers, roofers, and ironworkers. Qualified disabled veteran businesses receive a ten percent preference in bid evaluation. Bid security of five percent of the base bid is required in the form of a certified check, money order, or bid bond, and performance and payment bonds are required for all contracts exceeding $50,000. All bidders exceeding $100,000 in bid amount must complete a Michigan-based business certification. The project includes a contingency allowance of $30,000 in the base bid, and the project is subject to prevailing wage requirements under Michigan law and potentially federal Davis-Bacon Act requirements if federally funded. The project is not subject to soil erosion and sedimentation control fines, and no federal provisions addendum applies. While no specific incumbent vendor or current contractor is listed, the design is being managed by Kendra C. Thompson Architects, P.C., and contractors must coordinate electrical work with utility providers regarding available fault current verification prior to equipment ordering.
