About this opportunity

The City of Jackson Community Development Department is requesting sealed bids for electrical system upgrades to code compliance at 717 Elmwood Avenue, Jackson, Michigan, with proposals due July 8, 2026 at 9:00 a.m. This is a competitive sealed bid to the lowest qualified responsive bidder.

Eligibility requires active Michigan electrical contractor licensing, SAM.gov registration completed prior to bid submission, proof of insurance meeting specified liability limits, a valid builder's license, and responsibility for obtaining all required permits. The project is funded through HUD Community Development Block Grant (CDBG) resources, triggering federal compliance requirements including Section 3 employment preferences for low- and very low-income persons, MBE/WBE utilization goals, Davis-Bacon prevailing wage standards (applicable to contracts exceeding $2,000), the Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act, and Executive Order 11246 Equal Employment Opportunity requirements.

The scope encompasses installation of a new 200-amp service panel with disconnect, meter base, riser, service wire, grounding and bonding; hardwired smoke and carbon monoxide detectors with interconnection capability; dedicated circuits for furnace and water heater; removal of knob and tube wiring; four basement service lights with GFCI protection; two dedicated 20-amp kitchen circuits with GFCI protection; one dedicated 20-amp bathroom circuit with GFCI protection and lights; and exterior lighting and tamper-resistant GFCI receptacles at front and rear doors. All work must comply with the 2023 Michigan Residential Code and 2015 MRC standards. A fixture allowance of $500 is included in the bid price, and the contractor is responsible for all wall and ceiling repairs resulting from wire installation.

Bidding is on a lump-sum basis including all labor, materials, equipment, permits, and fees. The successful contractor must provide an eighteen-month warranty and enter into a Construction Contract for Rehabilitation of Residential Property. Performance and labor-and-material payment bonds are required. Proposals remain valid for 90 days following bid opening. Contractors may contact property owner John O'Dowd at 517-414-1220 to schedule site access; no formal pre-bid meeting will be held. Sealed proposals must be submitted via the City of Jackson e-Procurement Portal.
