About this opportunity
Salt Lake City Corporation is seeking construction services for the 700 West Storm Drain project, located between 1840 South and 2100 South in Salt Lake County, Utah. The procurement involves installing approximately 900 linear feet of 36-inch storm drain and 850 linear feet of 24-inch storm drain, along with associated catch basins and connections to existing storm infrastructure. The primary objectives are to improve stormwater quality in the corridor and create potential future non-motorized transportation infrastructure. Bidders must submit electronic proposals through the Utah Public Procurement Place (U3P) platform by October 31, 2025, at 2:00 p.m., with a pre-bid meeting scheduled for October 8, 2025, at 1:30 PM via WEBEX. The project will utilize a Value-Based Procurement Program that evaluates contractors based on factors beyond price, including non-discrimination policies, apprenticeship programs, drug testing policies, and local small business status. Contractors must provide bid security equal to 5% of their total bid and are required to comply with local, state, and federal regulations, including stormwater permits and traffic control standards.
The contract does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises, though the Value-Based Procurement Program suggests some preference for local and small businesses. The project is part of Salt Lake City's fiscal year 2025-2026 infrastructure budget, with an engineer's estimated project cost of $1,078,500. The contract will be awarded on a unit price basis, with specific line items for mobilization, pipe installation, utility relocations, and traffic control. The total contract time is 90 calendar days following the Notice to Proceed. The project represents phase 2 of a larger storm drain improvement initiative, with phase 1 previously completed as a Right-of-Way Capital Improvement Project (ROW CIP) that piped the segment of ditch on 700 West from 1840 South to 1700 South. Contractors will need to demonstrate capabilities in storm drain infrastructure construction, utility coordination, and compliance with complex municipal engineering requirements.
