About this opportunity
The Massachusetts Department of Transportation (MassDOT) is requesting bids on scheduled and emergency drainage repairs and improvements at various locations throughout District 4, with proposals due July 21, 2026 at 2:00 p.m. through www.bidx.com. Bidders must be pre-qualified by MassDOT in the Drainage category prior to submission and must complete a Request Proposal Form (R109) sent to prequal.r109@dot.state.ma.us for approval. Labor participation goals are established at 15.3 percent for minorities and 6.9 percent for women for each job category, applicable to both contractors and subcontractors.
The scope encompasses drainage system maintenance and repairs including catch basin adjustments and rebuilding, drainage pipe and structure installation, pipe removal and replacement, drainage outlet repairs, curb and inlet removal and resetting, concrete headwall and wing-wall construction, roadway and embankment repairs, and temporary erosion controls. The bid items list specifies over 50 line items ranging from frame and cover installations to substantial quantities of materials such as 250,000 linear feet of 12-inch drainage pipe, 1,100 square yards of seeding, and 500,000 linear feet of sediment control barrier. The contractor must provide multiple crews throughout the contract term and respond to emergency work within four hours of notification; non-response carries damages of $1,500 per occurrence.
The estimated contract value is $950,000. A 5% proposal guaranty is required based on bid value. The contract includes price adjustment provisions for hot mix asphalt, Portland cement mixtures, diesel fuel, gasoline, and structural steel with specified base prices. Work must conform to the 2026 Standard Specifications for Highways and Bridges and is subject to prevailing wage rates as established by the Massachusetts Department of Labor and Workforce Development. All vehicles must comply with Massachusetts truck safety device requirements by December 31, 2025. Questions are due by 3:00 p.m. on the Tuesday of the previous week before bid opening. Bidders must obtain a valid vendor code from MassDOT and establish a Digital ID with www.bidx.com at least 14 days before July 21, 2026.
