The Michigan Department of Technology, Management and Budget, State Facilities Administration Design & Construction Division is requesting bids on HVAC system replacement at the Superior Region Office in Escanaba, with bids due August 5, 2026 at 2:00 p.m. Eastern time and a mandatory pre-bid walk-through on July 21, 2026 at 3:00 p.m. A 10% pricing preference applies to qualified service-disabled veteran-owned businesses under Public Act 91 of 2005, with required documentation including DD214, proof of service-connected disability, and business-ownership verification.

The scope includes condensing system and two boiler replacements, controls installation, and testing and balancing, with work performed at 1818 Third Avenue North, Escanaba, Michigan. Addendum 1 (July 23, 2026) specifies a Weil McLain LGB-4 boiler and Trane IntelliCore Air-Cooled 30-ton condensing unit; bidders may propose alternative condensing-unit models with specification sheets submitted prior to the bid deadline. The work includes R454B refrigerant-system lines, valves, and components; exhaust-system upgrades with 10-inch connected exhaust using a Y manifold to the existing 14-inch stack; and inspection of remaining systems for replacement or code compliance. All work must comply with current State Building Codes, manufacturer recommendations, and industry standards. Substantial completion is required by September 30, 2026, with liquidated damages of $150 per calendar day for delays.

The bid includes a $10,000 cash allowance. Bidders must hold bids open for 60 calendar days following opening. A 5% bid guarantee (certified check, money order, or bid bond) and performance and payment bonds are required for all bids exceeding $50,000. Contractors must comply with prevailing wage requirements under 2023 PA 10, maintain current State Project Registration from the Department of Labor and Economic Opportunity, and provide Commercial General Liability Insurance ($1,000,000 per occurrence minimum), vehicle liability, workers' compensation, employer's liability, and Builder's Risk Insurance covering 100 percent replacement cost. Questions are due July 28, 2026 at 2:00 p.m. Eastern time to Matthew Lusby at LusbyM@michigan.gov. Bids must be submitted electronically through SIGMA VSS.
