About this opportunity

The Michigan Department of Technology, Management and Budget is requesting sealed bids on behalf of the Department of Military and Veterans Affairs for renovation of Building 40 (boiler) at the USPFO Warehouse Joint Forces Reserve Center in Lansing under project 26B9226034, with bids due July 29, 2026 at 2:00 p.m. ET and a mandatory pre-bid conference and site tour on July 15 at 10:00 a.m. ET. A 10% pricing preference applies to qualified disabled veteran-owned businesses that meet all requirements and submit required documentation (DD214 or VA Rating Decision Letter, proof of 51% or greater ownership by service-connected veteran(s)). Bidders must declare SDVOB status and may alternatively provide NVBDC certification.

The scope encompasses replacement of the existing condensing boiler with a new AERCO Benchmark 2000 boiler (2,000 input MBH / 1,920 output MBH), relocation and modification of hydronic and gas piping systems, installation of new boiler controls integrated with the existing Trane Tracer Summit building management system, air/dirt separator, carbon monoxide alarm, boiler neutralizing kits, and roof hydrant assembly. Electrical work includes a new 20-amp single-pole circuit breaker and removal of outdated controls from the existing Boiler B-2. The contract requires DDC (direct digital control) commissioning with 8 hours of in-house technician time, CSD-1 certification, and operator training. The contractor must maintain 55 degrees Fahrenheit minimum building temperature if the boiler is offline during replacement and obtain all required permits (building, mechanical, boiler, plumbing, electrical, low-voltage electrical). Work must comply with the National Electrical Code, National Fuel Gas Code, and prevailing wage requirements under the Davis-Bacon Act for Ingham County.

Contract time is 90 calendar days from Notice-to-Proceed, with liquidated damages of $500 per calendar day beyond substantial completion. The base bid includes a $10,000 allowance with no bid alternates. A 5% bid guarantee (certified check, cashier's check, money order, or bid bond) is required; Performance and Payment Bonds are mandatory for bids exceeding $50,000. Bid prices must remain valid for 90 calendar days after opening. All materials must comply with the Build America, Buy America Act — iron, steel, manufactured products, and construction materials must be produced in the United States, with manufactured products containing a minimum of 55% domestic content by cost. Bidders must complete certifications regarding asbestos abatement attestation, non-collusion, and Michigan-based business status. Questions are due July 22 at 10:00 a.m. ET. Evaluation is based on price and qualitative components including technical approach, quality of proposed personnel, management plans, and past performance.
