About this file

This is an informational document from the State of Michigan Department of Technology, Management & Budget (DTMB) regarding Service-Disabled Veteran-Owned Business (SDVOB) preferences applicable to state contracts. The document outlines Michigan's commitment to veterans with service-connected disabilities who participate in competitive bidding for State of Michigan projects. The SDVOB preference provides eligible businesses with a 10% pricing preference when submitting bids on state contracts. To claim this preference, bidders must declare SDVOB status in their bid response and submit specific documentation, including a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability through a VA Rating Decision Letter or DD214, and proof of business ownership through legal documentation. Alternatively, businesses may provide National Veterans Business Development Council (NVBDC) certification to verify eligibility, subject to certain conditions.

The State of Michigan does not pre-certify businesses as SDVOBs and does not recognize certification from the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration's VetCert program. Qualified businesses are defined as entities that are 51 percent or more owned by one or more veterans with a service-connected disability, where service-connected disability is defined under 38 USC 101(16) as a disability incurred or aggravated during active military, naval, or air service. This preference program is established under Michigan Public Act 91 of 2005 and applies to the referenced USPFO Warehouse Building 40 renovation project.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
