About this file

This is a memorandum from the National Guard Bureau to the Construction and Facilities Management Officer of the Michigan Army National Guard (MIARNG) regarding initial design authority for a National Guard Readiness Center addition in Detroit, Michigan (Project Number 260282), programmed for the FY29 Military Construction (MCNG) program. The project authorizes the negotiation of an Architect-Engineer contract for design services using the Design-Bid-Build construction delivery method, with the State serving as the construction agent under state contracting procedures. The approved scope encompasses 57,657 square feet of addition and new construction including support structures. Design deliverables are required on a specific schedule: a Concept Design (30%) must be submitted to ARNG-IEI-C no later than December 15, 2026, and 35% design approval is required before submission of the Budget Estimate Submission to the Office of the Secretary of Defense, typically between February and March 2027. The memorandum references applicable regulations and provides guidance on design contract execution, federal reimbursement limitations for redesign efforts, and subsequent facility requirement submissions to the ARNG Requirement & Analysis system no later than two fiscal years prior to project completion.

The total estimated project cost is $45,334,000, comprised of $41,668,000 in construction costs, $2,083,000 for contingency, $1,312,000 for supervision, inspection, and overhead, and $271,000 for commissioning. The federal project cost is estimated at $34,000,000, with the State of Michigan contributing $11,334,100. Federal reimbursement for design services is limited to the amount specified in the approved Military Construction Cooperative Agreement (MCCA). The memorandum emphasizes that the state must coordinate with the ARNG-Construction Branch for authorization levels and that failure to meet design milestones or conform to ARNG design criteria may result in project removal from the Future Years Defense Program (FYDP) and consideration for placement on an Unfunded Priority List (UPL).
