About this opportunity
The State of Michigan Department of Military and Veterans Affairs, in coordination with the Department of Technology, Management and Budget, is soliciting competitive bids for the comprehensive renovation of Buildings 536Q and 534Q at Camp Grayling Joint Maneuver Training Center in Grayling, Michigan, under Project 26B1516001. This construction renovation encompasses complete interior and exterior upgrades to two single-story dormitory facilities totaling 7,671 square feet each, including structural repairs, installation of new masonry veneer, foundation insulation, mechanical HVAC systems with condensing boilers and variable frequency drives, plumbing upgrades for 52 maximum occupants, electrical service upgrades with main breaker capacity upgrades performed by Schneider Electric manufacturer services, fire suppression and alarm systems with NFPA 13 compliance, emergency lighting, LED lighting fixtures with occupancy sensor controls, data communication infrastructure with fiber optic cabling and Cisco networking equipment, energy management systems, and comprehensive site work including landscaping, concrete improvements, and utility coordination. The project requires abatement of identified asbestos-containing materials and lead-containing paint as documented in pre-renovation surveys, with all work complying with the 2021 Michigan Building Code, 2021 Michigan Mechanical Code, 2021 Michigan Plumbing Code, 2023 National Electrical Code, and 2021 Michigan Energy Code. A mandatory pre-bid conference and site walkthrough was held on May 6, 2026, at 10:00 a.m. at Building 30, Howe Road, Camp Grayling, with attendance required for all prospective bidders; questions were due by May 20, 2026, at 10:00 a.m. to Adam Pohl at pohla4@michigan.gov; and sealed bids were due electronically through SIGMA VSS by May 27, 2026, at 2:00 p.m. Eastern time. The contract requires completion within 365 calendar days from the Notice to Proceed, with liquidated damages assessed at $500 per calendar day for delays, a 5 percent bid guarantee, and performance and payment bonds required for bids exceeding $50,000. Contractors must maintain a full-time superintendent on-site, provide daily digital progress photographs, establish a construction waste management plan targeting 60 percent recovery through salvage and recycling, and comply with all Davis-Bacon Act prevailing wage requirements as specified in the Crawford County Building wage schedule.
This procurement includes a deductive alternate allowing bidders to eliminate all work pertaining to Building 534Q and associated site work, reducing project scope and costs. The project incorporates a $100,000 contingency allowance and a $7,000 cash allowance for natural gas regulator removal and reinstallation. Qualified Service Disabled Veteran Owned Businesses (SDVOBs) are eligible for a 10 percent pricing preference under Public Act 91 of 2005 when providing appropriate documentation including DD214, proof of service-connected disability, and business ownership verification through legal documents or NVBDC certification. All bidders must obtain Michigan-based business certification, comply with the Build America, Buy America Act (BABAA) requiring domestic sourcing of all iron, steel, manufactured products, and construction materials, obtain State Project Registration from the Department of Labor and Economic Opportunity, and satisfy security badge requirements for access to this military installation with work hours restricted to 7:45 a.m. to 4:30 p.m., Monday through Friday. Contractors must coordinate with existing campus utility infrastructure including underground fiber optics, natural gas, domestic water, sanitary sewer, and electrical service, maintain compatibility with Camp Grayling's master key system for hardware installation, and integrate new fire alarm and HVAC control systems into the existing campus-wide Fireworks monitoring system. The award amount has not been publicly disclosed; however, the project budget includes base bid pricing plus identified allowances and alternates, with the Department of Technology, Management and Budget typically requiring 45 days following bid receipt to issue contract awards.
