About this file

This is Addendum No. 1 to bid documents issued by the State of Michigan Department of Military and Veterans Affairs, Construction & Facilities Office, for the renovation of Buildings 536Q and 534Q at Camp Grayling. The project, designated as File No. 511/26126.AGY and Project 26B1516001, involves comprehensive renovation work including electrical system upgrades, structural modifications, and building improvements. The bid opening was scheduled for May 27, 2026 at 2:00 PM EST. Only general contractors with representatives present at the mandatory pre-bid meeting and walkthrough are eligible to submit bids. The notice to proceed issuance will be coordinated with the date the buildings are vacated. Contractors must address site utility work, specifically replacing and compacting gravel on the adjacent drive with a minimum of 4 inches of 22A road gravel where construction activities remove existing material. Any roads damaged during construction are the contractor's responsibility to repair.

The addendum reissues specifications for Low-Voltage Electrical Power Conductors and Cables (260519) and Panelboards (262416) in their entirety and provides clarifications on multiple technical aspects of the project. Lead and asbestos are present in the buildings, and contractors are responsible for all abatement costs and procedures, with surveys available on Sigma. Natural gas regulator work, including removal and reinstallation of the existing gas meter, is covered under the natural gas allowance and applies fully to any alternates without reduction. The project includes spray-applied foam insulation above grade and rigid insulation board with dampproofing below grade. Switchboard P-538 requires upgrades to a 100% rated main performed by Schneider Electric's manufacturer services team, with the contractor bearing all costs and providing necessary support including scheduling power outages, workspace preparation, qualified personnel for de-energization and re-energization per NFPA70E, and grounding procedures. All bidders must acknowledge receipt of this addendum on the Bid-Summary Sheet.

SPECIFICATIONS:

260519 Low Voltage Power Conductors and Cables – Reissued 262416 Panelboards - Reissued

QUESTIONS/ANSWERS, REVISIONS, & CLARIFICATIONS:

1. Question: How will vacating buildings 536Q and 534Q impact the notice to proceed?

Answer: Issuance of the notice to proceed will take into consideration the date the buildings will be vacated.

2. Question : Are there any roads or drives to be constructed for the new buildings?

Answer: There are no new roads or drives to be constructed on this project. In so far as site utility work impacts the gravel drive adjacent to the buildings, the contractor is to replace and compact the portion of gravel that is removed with a minimum of 4” of 22A road gravel. If construction activities damage any roads, the contractor is responsible for the repair.

3. Question: Do people need to be present at the meeting in order to bid?

Answer: Only general contractors with a representative present at the pre-bid meeting & walkthrough are able to submit bids.

4. Question: How will natural gas regulator work be handled?

Answer: Natural gas regulator work is covered under the natural gas allowance listed in the specifications including removal and reinstallation of the existing gas meter to facilitate construction of the added exterior insulation and masonry veneer shown on the drawings. See sheet C-1 Site Utilities Plan Keynote 7.

5. Question: Is there asbestos in the buildings and has a survey been carried out?

Answer: Lead and asbestos are present in the buildings. Lead and asbestos surveys are uploaded to Sigma.

Lead and asbestos abatement and costs are the responsibility of the contractor. Lead and asbestos abatement are to be carried out in accordance with the hazardous materials, asbestos abatement, lead abatement project procedures and complete the asbestos abatement attestation form included in the specifications.

6. Question: On alternate one do we reduce the Natural Gas Regulator amount by 50%?

Answer: No

7. Question: On alternate one do we reduce the contingency allowance amount by 50%?

Answer: No

8. Revision: 260519 Low-Voltage Electrical Power Conductors and Cables is being reissued in its entirety.

9. Revision: 262416 Panelboards is being reissued in its entirety.

10. Revision: Sheet A1.1 Drawing #1 – New Floor Plan, Plan note indicates “ **IN ALL AREAS WHERE EXISTING CONCRETE FLOOR WAS REMOVED; INSTALL COMPACTED SAND BASE AND NEW CONCRETE FLOOR WITH 6 X 6 -W1.4/W1.4 WWF, SLOPED TO NEW FLOOR DRAINS; PREP TO RECEIVE NEW QUARRY TILE FLOOR; SEE DETAIL BELOW. ” The detail is not found at the bottom of sheet A1.1. Refer to details 4, 5, and 6 on sheet A1.3.

11. Clarification: Sheet A1.3 Detail 10, the zinc drywall control joint and gypsum board edges are not showing up on the drawing detail, but only a gap. The contractor is still to install the zinc drywall control joint noted but not shown in the space between the 2 boards of gypsum board drywall and apply joint compound.

12. Revision: Sheet A2.1 “New Work Note” indicates the contractor is to install rigid insulation board and dampproofing at the new exterior wall. This conflicts with the sections and details. The contractor is to follow the sections and details where damp proofing and rigid insulation board is to be installed below grade and above grade the contractor is to install spray applied foam insulation.

ACKNOWLEDGEMENT: The acknowledgement for this Addendum shall be noted on the Bid-Summary Sheet.
