About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, in coordination with the Department of Military and Veterans Affairs, is procuring general contracting services for the complete renovation of the Waterford Armory located at 2650 Watkins Lake Road, Waterford Township, Michigan (Project No. 2690023043, File No. 511/25374.AGY). The scope of work encompasses providing all labor, equipment, and materials to execute comprehensive armory renovations including structural repairs, interior finishes, mechanical systems, electrical work, plumbing, roofing, site improvements, parking lot renovation accommodating 129 parking spaces, erosion and sedimentation control measures, and miscellaneous site work such as new fencing, loading ramps, and dumpster enclosures. Key deliverables include approximately 6,550 square yards of HMA pavement, 245 square yards of concrete, installation of 22-foot aluminum sliding vehicle gates, 6-foot chain-link security fencing with anti-climb features, new rooftop mechanical units, complete electrical system upgrades with addressable fire alarm installation, and asbestos abatement work. The contract duration is 270 calendar days from the Notice-to-Proceed, with liquidated damages assessed at $200 per calendar day for project delays. A mandatory pre-bid conference and facility tour were held on July 16, 2025, at 10:00 a.m. Eastern time (attendance required for all prospective bidders), with bid questions due by July 23, 2025, at 10:00 a.m. Eastern time, and electronic bid submissions required through SIGMA VSS by August 6, 2025, at 2:00 p.m. Eastern time. Bidders must submit a 5% bid security, proof of State Project Registration from the Department of Labor and Economic Opportunity, and acknowledge receipt of all addenda; bids remain valid for 60 calendar days after opening. The project requires compliance with Davis-Bacon Act prevailing wage requirements, the Build America, Buy America Act (BABAA) for all permanently incorporated materials, Michigan OSHA regulations, asbestos abatement procedures, and all applicable state and local permits and codes.
The State of Michigan offers a Service Disabled Veteran Owned Business (SDVOB) preference program providing qualifying businesses with a 10% pricing advantage; businesses must provide proof of military service via DD214, proof of service-connected disability through DD214 or VA Rating Decision Letter, proof of business ownership (51% or more owned by one or more service-disabled veterans), or NVBDC certification. Performance and payment bonds are required for all contracts exceeding $50,000, and bidders over $100,000 must certify Michigan-based business status. The project specifications include detailed requirements for material testing (cast-in-place concrete, soil compaction, asbestos density), pre-award submittals for membrane roofing, portable dock equipment, fuel-fired domestic water heaters, HVAC instrumentation and controls, and electrical raceways, with a $100,000 contingency allowance and a 20-year total roofing system warranty plus two-year installer warranty. A lead and asbestos survey report ("25305 SOM Waterford Armory ACM LCP Survey Report 6.23.25") has been provided identifying nine asbestos-containing material samples and lead-containing paint requiring abatement; contractors are responsible for all asbestos abatement costs included in base bids and compliance with OSHA regulations and the Asbestos Hazard and Emergency Response Act. All materials, equipment, and systems carry a minimum one-year warranty for materials and workmanship, with extended warranties on specific items such as door closers (10 years), continuous hinges (10 years), exit devices (5 years), and locks (5 years). No specific award value or budget range is publicly disclosed in the available solicitation documents; however, the project scope, 270-day duration, and comprehensive renovation requirements suggest a substantial contract value typical of state armory renovation projects.
