About this opportunity

The State of Michigan Department of Technology, Management & Budget (DTMB) is requesting proposals for construction management services for airfield improvements at Selfridge Air National Guard Base in Macomb County, with short-listed firms submitting technical and cost proposals by July 30, 2026 at 2:00 p.m. Eastern Time. This is a Design-Bid-Build delivery on an active military installation requiring detailed security coordination and compliance with base protocols.

The scope encompasses pre-construction and construction management for runway encroachment mitigation and airfield infrastructure improvements, including approximately 1,100 linear feet of hardened overrun with 200-foot blast pad, replacement of runway threshold and end lighting, extension of taxiways with Portland cement concrete pavement, edge lighting and signage, realignment of approach lighting and navigational aids, relocation of the Irwin Drain and Rosso Highway, perimeter road construction with 7-foot chain-link security fencing, and electrical system upgrades including in-pavement and elevated runway lights, PAPI systems, and grounding infrastructure. The design comprises 467 sheets of 100% final construction drawings issued June 5, 2026, prepared by Mead & Hunt, Inc. as the prime professional services contractor. Construction phasing spans ten distinct phases over 1,156 calendar days (including 270 days of winter shutdown) with Phase 0 beginning Fall 2026 and project completion anticipated Fall 2029. Phase 1 commences Spring 2027, with construction start on or before March 2027.

The total not-to-exceed contract amount is $140.94 million, covering pre-construction services, construction budget, contingency, general conditions, bonds, insurance, and CM fees. The CM firm must maintain minimum 10 years of construction experience with five years as superintendent on similar airfield projects, carry Commercial General Liability ($3 million minimum), Professional Liability ($10 million), and Pollution Liability ($2 million) coverage, and provide Performance and Payment Bonds for the full contract value. Annual State Project Registration (SPR) completion with the Department of Labor and Economic Opportunity is required before bidding. Questions are due July 16, 2026, with answers posted by July 23, 2026. Interviews are anticipated August 5, 2026, with contract award recommendation August 17, 2026 and executed contract issuance anticipated September 30, 2026. Preliminary design completion is scheduled September 2026, construction documents March 2027.
