Runway Specifications Summary

This file is a comprehensive 100% final design specification document for the Mitigate Runway Encroachment project at Selfridge Air National Guard Base (SANG) in Mt. Clemens, Michigan, prepared by Mead & Hunt Inc. and issued under Contract No. Y24082 (Project No. VGLZ239505). The project follows a Design-Bid-Build Type B-3 delivery method and encompasses extensive runway reconstruction, relocation, and airfield infrastructure improvements. The scope includes replacing existing asphalt runway pavement with full-depth Portland Cement Concrete (PCC) sections, extending the runway to the north, widening shoulders to 25 feet, removing the existing north blast pad, constructing new HMA shoulders and blast pad sections, installing runway grooving, replacing existing pavement markings and rubber removal, and applying new markings. Additional work includes installing new airfield and perimeter fencing with gates, relocating the North Perimeter Road, removing existing railroad tracks, constructing new utility relocations, establishing temporary displaced runway elements and threshold PAPI systems, and implementing phased airfield operations that maintain emergency services access at all times. The base bid includes nine primary work items (a through i) with four cost allowances for additional stone, unsuitable material removal, off-base tree removals, and gas line relocation by Consumers Energy valued at $5.3 million. Two alternate bid items (ABI 001 and ABI 002) address mill and overlay of existing runway shoulders and south blast pad with edge lighting replacement, and construction of widened runway asphalt shoulder sections, respectively.

The specifications establish detailed administrative, scheduling, and operational requirements including a mandatory project schedule using Critical Path Method with Precedence Diagram Method utilizing Primavera P6 software. The contractor must maintain a minimum 10-year construction experience with five years as superintendent on similar airfield projects, attend preconstruction meetings within 35 calendar days of award, conduct facilitated partnering sessions with third-party independent facilitators, and implement weekly progress meetings with monthly schedule updates. The project requires compliance with security protocols for Selfridge Air National Guard Base, including Entry Authorization Lists submitted 14 calendar days prior to work start, contractor-provided security personnel at designated gates, and ATSAC driver training. Work scheduling allows 12-hour regular working periods between 7:00 a.m. and 7:00 p.m., Monday through Saturday, excluding government holidays, with special coordination required for phasing work elements and temporary airfield closures. The contractor must provide minimum insurance coverage per FAR 28.307-2, submit monthly digital photographs (minimum 20 weekly from 10 different viewpoints), and maintain detailed quality control reporting including actual start and finish dates tied to schedule activities. Environmental controls, waste management, utility coordination with MISSDIG 811 and local utility companies, and coordination with concurrent Rosso Highway and Irwin Drain relocation projects are mandatory, with particular emphasis on maintaining operational continuity of the Air Traffic Control Tower, electrical vault, and non-closed airfield areas throughout the construction period.
